Knowledge AND SKILLS
- Post-secondary education, PMP certification or equivalent required.
- 7 Years' of previous project management experience, preferably in large-scale health care projects;
- Proven experience managing technology projects in the public sector.
- Strong understanding of health systems and digital health standards.
- Knowledge of, and expertise in project management in order to plan, monitor and evaluate the delivery of department programs and to develop and implement complex projects from design to execution;
- Skilled in the development, and adherence to project governance management and industry standard/government best practices and quality assurance;
- Excellent communication, stakeholder management, and leadership skills.
- Presentation and facilitation skills to convey sophisticated concepts and processes into clear language—both verbally and in writing;
- Proficiency in project management tools (e.g., MS Project).
- Experience with Agile, Lean, or hybrid project methodologies.
- Ability to navigate complex governance structures and policy environments.
JUDGEMENT AND PROBLEM SOLVING
- Works within sound project management principles and the PHO mandate and goals.
- Ensures sufficiency of information to create project charters, background to launch projects;
- Determines training and skills requirements of Team Leads and members of PHO business process improvement and transformation related initiatives;
- Defines project management processes, tools and templates as required for projects;
- Determines best methods to navigate multiple projects and multi-disciplinary teams from concept to completion to manage timelines and resolve related problems;
- Facilitates groups and mediates team conflicts.
PHYSICAL AND SENSORY DEMANDS
- Works in a normal office environment, with normal physical and sensory demands.
- Works in a regular office environment, with a regular requirement to sit at a desk with limited physical activity required.
WORKING ENVIRONMENT
- Works in a normal office environment, in which there is the need to work efficiently under conditions of changing priorities.
- Frequent requirement to balance competing priorities and often tight deadline demands.
- May require travel between offices and to offsite meetings.
Key Responsibilities
- Conducts project leadership expertise and support to PHO management and staff team members responsible for undertaking various transformation digital and data initiatives at PHO;
- Lead end-to-end project management for digital health initiatives, including data integration platforms, and public health information systems.
- Develops detailed project plans for multiple, concurrent short and long term projects undertaken across PHO, based on priorities established by PHO senior management;
- Collaborates with business and technology teams to define project scope, objectives, and success metrics aligned with public health goals.
- Develops, initiates and maintains all project documentation including the development of charters, assisting the team in developing Terms of Reference, creation of project plans, creating and monitoring dashboards and Gantt charts;
- Develops toolkits, tools and other guidelines to ensure PHO management are provided with the necessary supports to conduct business process improvement to their operations.
- Mobilizes and facilitates sessions of project teams to provide guidance and expertise in such areas as: business process mapping and improvement, gap analyses, development of flow diagrams, quality indicator development, project team building, change management.
- Manage vendor relationships, procurement processes, and contract compliance.
- Ensure adherence to privacy, security, and interoperability standards (e.g., PHIPA, FHIR, HL7).
- Works with project leads to ensure they receive the appropriate training, support and tools required for project success;
- Coordinates with teams to facilitate completion of assigned deliverables including meeting identified targets and resolution of problems;
- Monitors and adjusts project dashboard indicators; identifies and communicates potential delays and alternatives to mitigate and minimize impact to timeline;
- Monitors and reports on project status, issues and risks, as required to PHO management;
- Performs other duties as assigned.
Must Haves:
