Job Summary
The SCM Requirement Engineer is responsible for analysis the company's supply chain resource demand, creation demand plan, development supplier resources that meet the company's business needs. This position assists to manage the company's supplier database, establish and expand the supply chain resource pool, and ensure quality and compliance control throughout the procurement process.
Scope of Work
- According to the company's business operation, analyze the company's supply chain resource demand, create demand plan.
- According to the company supply chain resource demand plan, develop supplier resources that meet the company's business needs.
- Manage the company's supplier database, including but not limited to recommending suppliers into database, supplier performance evaluation, etc.
- Submit PR documents including procurement application and technical specification for each regular procurement requirement, review the non-routine procurement requirement application proposed by the operation team, and cooperate with SCM specialist to kick off service project procurement.
- Cooperate with operation team and SCM specialist to participate in technical clarification, bid evaluation, contract rate negotiation, etc.
- Participate in the review of contract draft.
- Promote the standardization of procurement applications and technical specifications.
- Communicate regularly with the operations team, analyze and evaluate the implementation of contracts, including but not limited to contract performance, budget implementation and abnormal cost analysis.
- Communicate with suppliers regularly on the performance of the contract implementation, etc.
Minimum Requirements
- A University degree in SCM or Petroleum Engineering or a related field.
- At least three-year relative working experience.
- Excellent knowledge of Microsoft Word, Microsoft Excel, PPT and general computer skills.
- Self-driven, independently motivated, able to work well in a collaborative environment.
- Strong time management and prioritization skills.
- Strong communication skills with project managers, vendors, and team members.
