The Ministry of Mental Health and Addiction is transforming Alberta's health system to the Alberta Recovery Model, which adopts a recovery-oriented approach for addiction and mental health. For more information see:
A recovery-oriented system of care is a coordinated network of personalized, community-based services for people at risk of or experiencing addiction and mental health challenges. It provides access to a full continuum of services and supports, from prevention and intervention to treatment and recovery. The vision is for every Albertan to have the opportunity to pursue recovery and live a healthy and productive life.
The Ministry also liaises with the Office of the Alberta Health Advocates and Recovery Alberta.
Role ResponsibilitiesThe Agency and Legislation Analyst plays a key role supporting agency governance and legislative planning for the department. Reporting to the Manager of Governance and Legislation, this position provides research, coordination, and analytical expertise to advance effective agency oversight, ensure compliance with legislation, and support development of non-program specific legislative initiatives.
Key responsibilities of the Agency and Legislation Analyst include:
- Support agency governance processes, including recruitment and appointment of members to Agencies, Boards and Commissions (ABCs), and ensure compliance with relevant legislation, such as the Alberta Public Agencies Governance Act (APAGA).
- Contribute to the development and review of governance documents and legislative initiatives.
- Provide analysis and advice to ministry staff on governance and legislative matters to support effective decision-making, including the preparation of non-program specific drafting instructions or other briefing materials.
- Conducting research, cross-jurisdictional scans and monitoring agency governance and legislative developments to inform ministry priorities.
- Preparation and maintenance of departmental official records and coordinate formal agreements, such as Ministerial Orders and Memoranda of Understanding (MOUs).
- Prepare reports, briefing notes, and responses to Action Requests for senior leadership.
- Provide back-up support to the Manager and Governance & Legislation team as required.

QualificationsUniversity degree in Public Administration or a related field (Political Science, Social Science, Business, Law, Human Resources, Health Sciences, etc.) plus two (2) years of progressively responsible related experience; or equivalent as described below.
Equivalencies maybe considered with related/relevant education or experience based on:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.
Required Experience:
- Demonstrated experience conducting research and analysis to support policy, legislative, and/or governance initiatives.
- Demonstrated experience interpreting and applying legislation, regulations, legal documents and/or government policies.
- Demonstrated experience preparing and presenting advice, reports, and/or briefing materials to senior leadership, ideally in a public service environment.
- Experience coordinating and/or managing projects, including tracking deliverables and meeting timelines. Ideally in a public service environment, with elements of relationship building, negotiation, conflict management, consensus building, and/or facilitation skills.
Assets:
- Knowledge of the Alberta Public Service and it's governance and legislative frameworks, such as the Alberta Public Agencies Governance Act (APAGA), Interpretation Act, etc.
- Experience preparing appointment packages, including for Cabinet, and demonstrated experience supporting recruitment/appointment processes as well as experience in agency governance oversight.
- Experience with legislative planning, including the development of legislation, regulation, or other legislative instruments (bylaws, Ministerial Orders, Recommendation for Order in Council, etc.).
- Familiarity with legal documents, records management systems, and/or government document tracking processes.

Location: The successful candidate must reside in Edmonton and be able to work on-site at our Edmonton office.
