The Strategic Policy, Priority Coordination, and Appeals Branch provides specialized expertise and leadership in the following areas:

  • Policy development
  • Government decision-making processes
  • Legislative and regulatory planning and review

Specifically, the branch's work includes:

  • Leading and coordinating the preparation of Act and regulation amendment packages
  • Preparing and reviewing Cabinet Reports and briefing packages
  • Tracking and forward planning of policy and legislative items
  • Informing program areas of the department about processes, procedures, and timelines related to policy and legislative amendments and approvals
Role Responsibilities

The Legislative Analyst plays a critical role in shaping the legislative and regulatory framework for the Ministry of ALSS. This position is responsible for planning, developing, implementing and tracking legislation (Acts and regulations), Ministerial Orders, Delegation and Designation Orders and other legal instruments that support government priorities.

Reporting to the Manager, Policy Coordination and Legislation, the Legislative Analyst operates with a high degree of independence and collaborates closely with internal teams and external stakeholders, including legislative counsel, legal advisors and ALSS's program areas.

Key Responsibilities:

  • Lead the development and coordination of legislation (Acts and regulations), Recommendation for Orders in Council, Ministerial Orders and Delegation and Designation Orders within ALSS's legal framework.
  • Translate policy into legislation and support the ministry's legislative and regulatory agenda.
  • Apply a systems approach to legislative work across the ministry and maintain databases to track legislative changes over time.
  • Act as a resource for corporate legislative services and provide guidance on legislative processes.
  • Represent the Manager of Policy Coordination and Legislation and the Director of Policy Coordination, Legislation, and Agency Governance as required.

Qualifications

Minimum Requirements:

  • University graduation in a related field (e.g., public administration, political science, law, education, psychology) plus four (4) years progressively responsible related experience; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

  • Demonstrated experience in policy development, legislative coordination, and governance support.
  • Exceptional communication, relationship management, and stakeholder engagement capabilities.
  • Strong research, analytical and strategic thinking skills to inform sound recommendations.
  • Proven ability to manage multiple priorities, coordinate complex projects, and meet deadlines in dynamic environments.
  • Advanced proficiency with Microsoft 365 (Word, Excel, PowerPoint, Outlook, Teams, SharePoint).

Hours of work: 36.25 hours per week, Monday – Friday
