Reporting to the Manager of Development Planning, the Planning and Committee of Adjustment (COA) Coordinator will be responsible for the operational support of the Development Planning division and for the operation and administration of the Committee of Adjustment in accordance with the Planning Act, Municipal Act and Statutory Powers and Procedures Act. This position has statutory responsibilities, acting as and carrying out all duties of the Secretary-Treasurer for the Committee of Adjustment. In consultation with the Planner on file and Clerk, the position coordinates all minor variance and consent applications, reviews applications for completeness, prepares and manages conditions of approval, and works with the Planner on file and Clerk to prepare materials for appeals to the Ontario Land Tribunal (OLT) as required. As Secretary-Treasurer, the Planning and COA Coordinator will also assist the Clerk and Manager of Development Planning in the coordination of training of new Committee members.

The Planning and COA Coordinator acts as a point of contact for applicants and the public on the submission of Committee of Adjustment and other Planning Act applications and assists Planners and other staff with the processing those applications, including file openings, compiling Zoning, Official Plan and other related technical planning information, circulation to other departments and agencies, preparation and coordination of statutory public notifications and circulations, coordination of the receipt of comments, maintaining records and filing system management, and the scheduling of meetings and appointments. The Planning and COA Coordinator receives and responds to general planning and development inquiries from various stakeholders, carrying out technical background property information research as needed. On occasion the Planning and COA Coordinator may assist in the preparation of reports and make presentations to the Committee of Adjustment.

Qualifications:

  • Undergraduate University Degree or College Diploma in Planning, Business/Public Administration or related discipline
  • Completion or enrolled in the Municipal Administration Program, Municipal Primer on Planning program, and/or a designation related to Planning, such as but not limited to CAPCT.
  • 2 to 3 years municipal experience in land use planning or zoning administration.
  • Training in or familiarity with Robert s Rules of Order.
  • Eligibility to become a member of the Ontario Association of Committee of Adjustment and Consent Authorities (OACA).
  • Must have experience in a computerized office environment with proven advanced skills utilizing the Microsoft Office Suite of Products (i.e. Word and Excel), preferably in a municipal setting;
  • Must have a demonstrated knowledge of Committee of Adjustment processes and the Planning Act;
  • Must have excellent communication, organization, time management and interpersonal skills;
  • Must be eligible for appointment as Commissioner for taking oaths and affidavits
  • Certification/membership in, or eligibility for membership in, AMCTO, OPPI, and/or CACPT would be an asset
  • A working knowledge of Cloudpermit application database software, the Versatile Records Management System, Microsoft Access and PowerPoint

WAGE/SALARY RANGE: $36.62 to $45.78 per hour (based on a 35-hour work week) plus benefits.
