Job Description
Our Project Manager, Development Engineering is responsible for the management and administration of all land and development engineering reviews and approvals through the subdivision and development processes in the County.
This position coordinates and manages third-party contracts for development engineering service consultants to meet the program goals and objectives of the County and our service areas. Three primary areas of service are Planning and Development process support, Construction Inspection, and Development Engineering program support.
Job Duties and Responsibilities:
- Providing an efficient and high level of service to ratepayers, clients, and customers with engineering support for all Planning Applications including Development Permits, Safety Codes, Land, Subdivision, and Rezoning Applications.
- Partnering with the development industry to coordinate and facilitate logical and balanced development and servicing of land.
- Conducting Development Engineering studies and reporting such as Design Reports, Geotechnical Reports, Traffic Impact Analysis, Traffic Counts, Master Plans, Functional Plans, Storm Basin Studies, etc.
- Continuing the development of Master Drainage Plans for major basins within the County in collaboration with Municipal Utilities.
- Collaborating to administer municipal infrastructure servicing requirements from start to finish, beginning with review of engineering studies and designs to final acceptance of constructed infrastructure.
- Managing, reviewing and updating the Offsite Levies framework for the County.
- Reviewing and providing recommendations of lot grading plans submitted through the County's Development Permit and Subdivision Process.
- Implementing surface drainage and site grading bylaw, program, policies and guidelines.
- Undertaking data analysis to provide input and recommendations to Senior Leadership on planning for the County's infrastructure improvement program.
- Reviewing and approving Developer Submitted Engineering Drawings for municipal infrastructure required to be constructed as conditions of subdivision or development approval, with consultation of the team.
- Managing, coordinating and completing inspections of Developer constructed municipal infrastructure at Construction Completion and Final Acceptance phases.
- Providing recommendations on complex applications for residential, commercial, and industrial development; evaluating alternatives and conformance with County policies, by-laws, the Municipal Development Plan, and federal / provincial laws. Coordinating input from the Development Engineering Services consultant and the team.
- Supporting updates to long-range planning documents such as the Municipal Development Plan and other statutory and non-statutory plans.
- Consulting with property owners, contractors, developers, engineers, architects, and the public regarding conformance to standards, plan specifications and codes; explaining standards, requirements and procedures and evaluating alternatives.
- Coordinating and authorizing activities and related expenditures within the guidelines and constraints of the budget approval.
Qualifications
- Technical diploma or a related degree in Civil Engineering, Environmental or Science related studies.
- Professional membership in, or ability to become a member of the Alberta Society of Engineering Technologists (ASET), Association of Professional Engineers and Geoscientists of Alberta (APEGA), or comparable designation, considered an asset.
- At least five years' related project management experience in municipal or industry setting with some focus on road infrastructure asset management, including full range of project delivery methods, project management, contractor supervision, RFP/tendering and contract management.
- Knowledge of civil engineering theory, principles, practices and procedures related to storm water management, transportation infrastructure, urban and rural road construction and traffic management.
- Extensive knowledge of the planning and land use framework, Safety Codes act, property rights, Alberta Land Titles System and Alberta Land Survey System, Safety Codes Permit Issuers Designation of Powers.
- Experience with field survey data collection, report writing/interpretation and legislation.
- Knowledge of costing methods and best practices.
- Strong analytical, problem-solving, decision making, organizational and interpersonal skills.
- Able to maintain the highest standards of professional ethics and integrity.
- ARC GIS and Survey field experience.
- Class 5 Driver's License with an acceptable driver's abstract.
