The Technology Delivery Manager plays a pivotal leadership role within the Technology Services department, reporting directly to the Director of Technology Services. This position is responsible for driving the successful delivery of operational technology initiatives across infrastructure, cloud, and platforms in IT Operations by integrating delivery practices, fostering cross-functional collaboration, and ensuring alignment between business needs and technology solutions. The role combines strategic foresight with operational excellence to deliver technology outcomes that enable business growth, improve operational efficiency, and enhance member experiences.
In this capacity, the Technology Delivery Manager will lead the planning, execution, and delivery of complex, multi-team technology programs across the organization's hybrid cloud ecosystem, ensuring adherence to quality, budget, and timeline commitments. The incumbent will act as a key bridge between technology owners, functional leads, domain architects and cross-functional project teams and operations teams, ensuring that business priorities are effectively translated into actionable delivery roadmaps. Through a deep understanding of agile frameworks and delivery governance, the Technology Delivery Manager will implement the best practices that balance speed, quality, and risk management.
Beyond day-to-day delivery oversight, the role has a significant strategic component, developing and refining delivery methodologies, optimizing resource allocation, and cultivating a high-performance delivery culture. This includes promoting continuous improvement, and championing initiatives that modernize and streamline the organization's technology delivery capability. The Technology Delivery Manager will also provide insights and recommendations to senior leadership, influencing investment decisions, shaping strategic priorities, and ensuring technology delivery remains tightly aligned with the organization's long-term vision and operational objectives.
What you'll be doing:
- Workflow Visibility & Metrics – Establish and maintain transparency of delivery pipelines, program flow, and project performance metrics to enable data-driven decision-making.
- Continuous Flow & Process Optimization – Identify delivery bottlenecks, implement improvements, and embed disciplined agile practices to ensure predictable and sustainable execution.
- System Integration Management – Oversee integration planning and execution across platforms, infrastructure, and cloud services, ensuring all solution components function cohesively.
- Risk Management – Proactively identify, track, and mitigate risks and dependencies that could impact delivery timelines, quality, or budget.
- Stakeholder Coordination – Act as the primary liaison between technology teams, IS and business stakeholders, and vendors to ensure alignment on delivery goals, priorities, and constraints.
- Leadership & Coaching – Mentor team members, providing guidance on execution best practices, communication, and decision-making.
Planning
- Define and maintain multi-phase project roadmaps in collaboration with Technology Services leadership, ensuring alignment with strategic priorities.
- Prioritize delivery backlogs, balancing short-term execution with long-term architectural and operational goals.
- Coordinate dependencies across internal teams, external vendors, and third-party service providers to minimize delivery friction.
- Develop adaptive planning models to support lean-agile delivery in dynamic and evolving environments.
Project Execution & Delivery
- Lead the day-to-day management of large-scale technology initiatives, ensuring milestones, deliverables, and quality standards are met.
- Facilitate cross-functional collaboration to support continuous integration, automated testing, validation, and deployment cycles.
- Ensure operational readiness by aligning project outcomes with enterprise architecture, support processes, and security/compliance requirements.
- Champion disciplined delivery practices, balancing speed, governance, and technical quality.
Operational Handoff & Support
- Oversee the seamless transition of new solutions into production, ensuring support structures, documentation, and training are in place.
- Coordinate with Technology Services operations and support teams for incident resolution during rollout phases.
- Conduct structured post-implementation reviews to document lessons learned and drive continuous improvement across future deliveries.
- Ensure monitoring, maintenance, and lifecycle management processes are embedded in all delivered solutions.
What you bring:
- Minimum of 12 years of progressive experience in Information Technology within medium to large-scale, multi-platform environments.
- Proven track record in leading the delivery of complex, cross-functional technology programs.
- Demonstrated experience managing technology delivery in three or more of the following areas: IT Infrastructure modernization, Hybrid Cloud, Network and SDWAN, System Administration, System Integration, ITIL-based service management, DevOps/automation, and operational readiness.
- Extensive experience working in hybrid cloud environments, with a strong understanding of enterprise integration patterns, release management, and delivery governance.
- Practical experience implementing and scaling Agile/Disciplined Agile delivery approaches in complex, multi-team environments.
- Experience collaborating with executive leadership, business stakeholders, technical leads, and external vendors to align technology delivery with strategic priorities.
- Strong vendor management and contract negotiation experience.
- Proven ability to develop and manage multi-million-dollar technology budgets while optimizing cost efficiency and return on investment.
- Experience leading organizational change management initiatives to support large-scale technology transformations.
- Demonstrated ability to mentor, and lead high-performing technical teams, fostering a culture of collaboration, accountability, and continuous improvement.
- Strong risk management expertise, including identifying, assessing, and mitigating operational, security, and compliance risks.
- Experience with regulatory compliance requirements relevant to financial institutions, such as privacy, security, and audit standards.
- Financial sector experience (preferably in banking) is considered an asset.
Education and Training
- Bachelor's degree or diploma in Computer Science, Engineering, Management Information Systems, or equivalent.
- Certifications in Agile, Disciplined Agile, DevOps, Program/Project Management are considered an asset.
- ITIL v3/v4 Foundations Certification or equivalent service management training preferred.
Other Requirements
- Availability for occasional evening/weekend work to support critical delivery timelines, cutovers, or incident resolution.
- Ability to travel occasionally for project or vendor engagement purposes.
May be required to support special projects or initiatives outside normal scope during organizational priorities or staffing shortages.
