Position Summary
Under the direction of the Manager of Support Services in Human Resources, the Pay Equity / Job Evaluation Officer plays a critical role in ensuring equitable, transparent, and legally compliant compensation practices across all employee groups in the school board. This position is responsible for developing/authorizing job descriptions in consultation with departmental leaders, maintaining pay equity plans, conducting job evaluations, and advising stakeholders on compensation decisions. The incumbent ensures that job classification systems reflect the complexity, scope, and responsibilities of roles in a fair and consistent manner, supporting the recruitment, retention, and motivation of qualified personnel.

RESPONSIBILITIES (but Not Limited To)

  • Interpret and apply provincial pay equity legislation (e.g., Ontario Pay Equity Act).
  • Develop, implement, and update pay equity plans in collaboration with unions and internal stakeholders.
  • Develop job descriptions following internal board processes, in consultation with departmental leaders under the direction of the senior leadership in human resources services.
  • Conduct gender-neutral comparisons and analyses to identify and address wage gaps.
  • Prepare documentation and reports to support compliance, audits, and external reporting requirements.
  • Monitor changes in legislation and recommend policy updates as required.
  • Evaluate new and existing positions using a formal job evaluation system (e.g., point-factor, Mercer, etc.).
  • Conduct job analysis through interviews, questionnaires, and documentation reviews.
  • Maintain accurate and up-to-date job descriptions in alignment with organizational standards.
  • Provide recommendations for job classifications, salary grades, and reclassifications.
  • Support organizational design projects, workforce planning, and restructuring initiatives.
  • Collaborate with HR partners, managers, and union representatives to support compensation-related decisions.
  • Provide expert advice on job design, organizational structures, and internal equity.
  • Participate in joint job evaluation committees, where applicable.
  • Assist in the resolution of classification disputes and provide supporting documentation during grievance processes.
  • Maintain secure and accurate job evaluation databases, classification records, and pay equity documentation.
  • Generate reports and dashboards to support internal planning and decision-making.
  • Analyze market trends and provide benchmarking support as needed.

QUALIFICATIONS:

  • Bachelor's degree in Human Resources, Industrial Relations, Public Administration, or a related discipline.
  • 3–5 years of experience in compensation analysis, job evaluation, or pay equity, preferably within the education or public sector.
  • Experience working with unionized environments and multiple collective agreements is strongly preferred.
  • Certification in Compensation or Pay Equity (e.g., CHRP/CHRL, CCP) is considered an asset

OTHER QUALIFICATIONS/ADDITIONAL EXPERIENCE:

  • Strong knowledge of applicable legislation (e.g., Pay Equity Act, Employment Standards Act, Human Rights Code).
  • Familiarity with public sector compensation frameworks and collective agreements.
  • Proficient in HRIS, job evaluation software, and advanced Excel.
  • Excellent analytical, communication, and interpersonal skills.
  • High degree of discretion, tact, and confidentiality.
