The Youth Compliance Monitoring (YCM) Program allows minors employed by the regulatory agency to legally attempt purchases of liquor and cannabis from licensed retail stores and establishments. This important program helps the AGCO monitor whether businesses are complying with the laws that prohibit the sale of these products to minors.

The AGCO is offering this exciting opportunity for motivated and responsible youth to join the Regulatory Compliance Branch as a YCM. Working alongside an Inspector, you will visit licensed stores and establishments, attempt purchases, and provide detailed feedback on your experience. This role offers the chance to contribute to community safety making a meaningful impact in Ontario.

What You Will Do: Through the Youth Compliance Monitoring Program, you will

  • Support compliance with laws around age-restricted products
  • Gain first-hand exposure to regulatory compliance in action
  • Develop valuable skills such as judgment, communication, and accountability
  • Build meaningful work experience to support your future academic or career goals
  • Be part of a diverse, inclusive, and professional workplace committed to public service

As a YCM, you will take on a range of dynamic responsibilities, including, but not limited to:

  • Visit assigned stores and attempt to purchase age-restricted products in line with established guidelines.
  • Provide accurate and timely reports on each visit, detailing observations and outcomes in line with established protocols.
  • Communicate areas of non-compliance to the assigned Inspector and follow procedures for handling purchased items.
  • Maintain professionalism, discretion, and confidentiality throughout all activities.
  • Carry out all assigned duties in accordance with established protocols, procedures, and training.
  • Document all purchase attempts and related activities accurately, following policies and best practices.

How do I qualify?

To be considered for a YCM position, applicants must meet the following eligibility criteria and qualifications:

  • Age: Must be between 16 and 18 years of age. Government-issued ID will be required to verify age.
  • Work Status: You must be legally entitled to work in Canada and have a valid Social Insurance Number (SIN) upon hire.
  • Availability: Must be available to work after school and/or evenings on a part-time basis (up to 7.25 hours per shift), Monday to Sunday from March 2026 to March 2027. Work will be scheduled on an as-needed basis, and YCMs are expected to be available throughout this period.
  • Work Environment: This role involves fieldwork, which may require travel to local areas (by vehicle or on foot) and outdoor work in varying weather conditions.
  • Parental/Guardian Consent: An Information Sheet regarding the Youth Compliance Monitoring Program will be provided to successful candidates at the later stages of the hiring process and must be reviewed and signed by a parent or guardian.

Other qualifications:

  • Discretion, professionalism, and the ability to carry out duties impartially.
  • Strong attention to detail and the ability to follow detailed instructions.
  • Good judgment and situational awareness.
  • Excellent verbal and written communication skills.
  • Strong interpersonal skills.
  • Eligibility to work in Canada and the ability to successfully complete a criminal background check.
