About Us
The Information Technology Division (ITD) of the Ministry of SaskBuilds and Procurement (SBP) supplies a full range of IT services to government ministries and agencies. It supports government customers with help desk, hardware and software, application development and IT security services. The ITD also sets government-wide policies and standards in IT infrastructure, IT support services and security.
The Application Portfolio Management (APM) team provides operational support for the Government of Saskatchewan's Application Catalogue, which contains over 500 applications. The team is responsible for ensuring the accuracy of application data, managing the technology lifecycle of the underlying server infrastructure, and providing detailed reporting to all ministries. A key function is to partner with clients across executive government, meeting with them to review application lifecycle reports and assess applications using the TIME (Tolerate, Invest, Migrate, Eliminate) model. By providing these details the APM team helps guide ministries in making strategic decisions regarding application upgrades, replacements, or retirement, ensuring alignment with the organization's overall IT vision and strategy.
The Opportunity
The Architecture and Planning branch within ITD is actively seeking an effective communicator and detail-oriented collaborator for the role of Application Portfolio Analyst.
Reporting to the Application Portfolio Manager, your primary responsibility will be to own and maintain the central Application Catalogue. You will ensure that all application portfolio data is thoroughly vetted, accurate, and up to date.
In this role, you will be a central point of contact, consulting with teams across ITD and with government ministries. You will work very closely with the Enterprise Architecture team, developers, and support teams to gather and validate application data. Your work will be critical in supporting the creation of application roadmaps and providing accurate reports to senior leadership to drive strategic decisions.
Application Portfolio Analyst Responsibilities:
- Owning the Application Catalogue, including the processes for data gathering, validation, and ongoing maintenance.
- Collaborating with ministry stakeholders, technical teams, and project managers to collect new data, review existing data, and score applications based on established criteria.
- Acting as a liaison between ministry partners and technical teams to clarify application details and ensure data accuracy.
- Analyzing and maintaining the processes for managing the application lifecycle within the portfolio (i.e., new, changed, or decommissioned applications), identifying gaps, and recommending improvements.
- Gathering and validating application information from 3rd party vendors to ensure a complete and accurate portfolio.
- Supporting the Enterprise Architecture team by providing accurate portfolio data required for building application roadmaps.
- Tracking and documenting all data collection and validation activities to support team Key Performance Indicators (KPIs).
- Preparing and presenting portfolio data and reports for the Director of IT Planning and other stakeholders.
The Ideal Candidate
To succeed in this role, you should be analytically minded and possess strong organizational skills. The ideal applicant will have:
- Excellent communication, collaboration, and interpersonal skills, with an ability to work effectively with both technical (developers, architects) and non-technical (ministry) stakeholders.
- A highly organized and detail-oriented approach, with a strong ability to manage, track, and validate large sets of data.
- Strong analytical and problem-solving skills, particularly in identifying and improving process gaps.
- A solid understanding of the application lifecycle and general IT concepts.
- Familiarity with IT Service Management (ITSM) and Enterprise Architecture (EA) frameworks.
- The ability to work independently to manage tasks, prioritize work, and meet deadlines.
- Experience in data gathering, business analysis, or portfolio management is considered a strong asset.
Application Portfolio Analyst Requirements:
- A Bachelor's degree in Computer Science and/or a diploma from a technology institute in a related field (e.g., Software Engineering, Application Development). An equivalent combination of related IT experience and education will also be considered.
- A minimum of 5 years of progressive experience in the IT industry.
- Demonstrated experience (minimum 3+ years) in a hands-on technical role, such as application development, systems analysis, or infrastructure operations.
- Minimum of 2-3 years of professional IT experience within North America.
Professional Competencies
- Demonstrated self-awareness with the capacity to navigate complex organizational structures.
Desired Assets (Considered an Advantage)
- Certification in an Enterprise Architecture framework (e.g., TOGAF).
- Previous experience in a project management role or a Business Analyst role.
