Data Scientist and ML-Ops Practice Lead – Senior Level
Activities
The activities to be performed include all or part of the following, without being exhaustive:
Analyze, model, and interpret clinical and administrative data;
Design, develop, and deploy predictive models;
Implement and evolve ML-Ops practices;
Develop and maintain analytical infrastructures;
Ensure the quality, traceability, and reproducibility of analyses and models;
Collaborate with engineering, quality, and governance teams;
Support and train regional and central analytical teams;
Document and methodologically validate analytical approaches;
Conduct continuous technological and scientific monitoring;
Coordinate project implementation under their responsibility;
Track project progress;
Ensure successful achievement of project objectives.
Deliverables
The deliverables to be produced include all or part of the following, without being exhaustive:
Define and document Santé Québec's organizational ML-Ops framework;
Implement standard pipelines for model development, deployment, and monitoring;
Create a common analytical toolbox (templates, libraries, reference datasets);
Develop the Feature Store and initial shared datasets;
Design and deliver a demonstrator predictive model (e.g., workforce forecasting);
Produce a secondary prototype (e.g., CPVSO flow model);
Publish a Power BI dashboard illustrating model results;
Establish a technical ML-Ops committee and a model review process;
Set up a central model registry with metadata and performance indicators;
Define collaboration modes between the central team and satellite teams;
Launch Santé Québec's data science community of practice;
Create an internal training and mentoring program in predictive modeling;
Write documentation on analytical best practices and compliance;
Produce an annual report on performance and analytical maturity indicators;
Develop a three-year roadmap (2025–2028) to scale ML-Ops and predictive capabilities.
Required Qualifications
Advanced proficiency in spoken and written French.
Academic Background
Hold a graduate degree (Master's) in data science, statistics, artificial intelligence, applied mathematics, computer science, or a related field;
Any degree obtained outside Québec must have a comparative evaluation issued by the Ministry of Immigration, Francisation, and Integration (MIFI) at the date of bid opening.
Preferred Academic Background
A PhD in machine learning or predictive modeling applied to healthcare is a significant asset.
Minimum Professional Experience
At least 10 years of experience in information technology;
At least 5 years of experience in data science, including 3 years in a technical leadership or ML-Ops implementation role;
Participation in at least 3 mandates of 5,000 person-days completed over the last 8 years, requiring management of technological concerns across multiple administrative units or organizations in a context similar to VPTI;
Strong experience in integration and processing of large datasets (structured and unstructured) and automation of analytical pipelines;
Demonstrated experience in designing, deploying, and monitoring predictive models in production (Fabric, Azure ML, Databricks, Python, R, etc.);
Experience implementing ML-Ops processes: performance monitoring, model management, feature store, bias and drift monitoring.
Professional Experience – Asset
Senior-level experience executing strategic mandates in a context comparable to VPTI or within an organization of the scale of Santé Québec.
Required Skills
Proficiency in collaboration environments: Teams, SharePoint, Planner, OneNote;
Proficiency in project management methodologies and tools;
Mastery of Microsoft M365 suite;
Advanced proficiency in spoken and written French;
Mastery of Python, R, SQL, DAX, M, and version control tools (Git, Azure DevOps);
Mastery of Microsoft Fabric and Azure environments, including Notebooks, Lakehouse, Data Warehouse, pipelines, and Power BI integrations;
Knowledge of Québec's healthcare and social services network, its systems and databases, and governance issues;
Strong understanding of ethical and regulatory issues related to health data, confidentiality, and privacy protection;
Demonstrated ability to train, mentor, and support multidisciplinary teams;
Excellent oral and written communication skills, with the ability to simplify complex concepts for strategic decision-makers;
In-depth knowledge of major machine learning and deep learning algorithms, including calibration and evaluation.
Preferred Skills
Knowledge of the healthcare sector;
Knowledge of Québec's healthcare and social services network, its systems and databases (SI-RTF, R22, RSIPA, etc.), and governance issues is a major asset.
