Job Description Summary
The Canadian Licensing Engineer, Regulatory Affairs, based in Canada, will complete various technical licensing work scopes in Canada, including new reactor licensing for the BWRX-300 Advanced Nuclear Project, operating fleet licensing support, customer plant support on GE Vernova Hitachi Nuclear Energy (GVH) nuclear methods, and working with GVH Engineering and Regulatory Affairs teams on major projects in the areas of Instrumentation and Controls (I&C).

Job Description
As the Canadian Licensing Engineer, Regulatory Affairs, you will perform the following for GVH reactors to be deployed in Canada:

  • Participate under the direction of the Canadian Technical Licensing Manager, Regulatory Affairs, in tasks associated with the nuclear regulatory review process with the Canadian Nuclear Safety Commission (CNSC) applicable to I&C.
  • Support preparation and submittal of Preliminary Safety Analysis Report (PSAR), Pre-Operational Safety Analysis Report (POSAR) and Final Safety Analysis Report (FSAR)documentation, and other licence application documentation for BWRX-300 licence application activities in accordance with CNSC regulatory requirements and guidelines and with input from the GVH BWRX-300 Project Team.
  • Support preparation and conduct of technical and licensing presentations to CNSC staff regarding BWRX-300 licence applications and coordinate and prepare responses to the customer or regulator in the I&C.
  • Prepare and review responses to questions and requests for information from CNSC, other country regulators (as applicable), customers and other stakeholders.
  • Coordinate, prepare presentations, and attend meetings with CNSC, other country regulators, customers, and other stakeholders in support of BWRX-300 licensing.

Required Qualifications

  • Bachelor's degree in a science or engineering discipline from an accredited university or college with a minimum of 5 years related professional work experience or a master's degree.
  • Minimum of 5 years of experience performing or providing input into nuclear I&C application including experience in CNSC regulatory documents and Canadian Standards Association (CSA) Standards.
  • Minimum of 5 years of experience involving complex projects and providing regulatory guidance and feedback to support those projects.

Eligibility Requirements

  • Remote or if local to the site, work two days onsite a week in GVH office in Markham, ON.
  • GE will only employ those who are legally authorized to work in Canada for this opening.

Required and Desired Knowledge

  • Must have knowledge of general regulatory guidance applicable to I&C systems, as required by REGDOC-2.5.2, Design of Reactor Facilities: Nuclear Power Plants.
  • Must have a working knowledge of industry standards relevant to I&C (CSA, IEC, IEEE, IAEA).
  • Must be familiar with digital techology utilized in the BWRX-300 I&C systems (Nuclear Measurement Analysis and Control (NUMAC) digital plant control system and Mark VIe distributed controls system (DCS)) or other relevant technology.
  • Knowledge and experience with US Nuclear Regulatory Commission (USNRC) regulatory requirements and guidance applicable to I&C (such as NUREG-0800 Standard Review Plan, Chapter 7) is an asset.

  • Write clearly and concisely using plain language.
  • Effective interpersonal and facilitation skills and ability to prepare highly technical documents.
  • Construct persuasive safety case using a claims, arguments, and evidence model.
  • Read and understand engineering documents to establish the claims, arguments, and evidence associated with various I&C regulatory topics.
  • Develop counterarguments to alternative positions being considered to ensure that potential counter points have been considered and can be addressed.
  • Good verbal communication to establish rapport with various stakeholders and colleagues to facilitate efficient and effective working relationships.

Desired Characteristics

  • Demonstrated leadership experience in Regulatory Affairs or large engineering projects.
  • Experience and demonstrated effectiveness in working or communicating with nuclear regulators, experience working with nuclear industry groups and international licensing experience.
  • Clear thinker: communicates messages clearly and concisely with the ability to make decisions with speed and accuracy based on the best available information / ability to sift through complex information and focus on critical few priorities.
  • Assess potential impacts of regulatory landscape on business and customers.
  • Strong business and financial acumen
  • Ability to work effectively with technical leaders and peers.
