Are you a visionary leader with a passion for geospatial technologies, data, innovation, and public service? The Ministry of Highways is seeking a dynamic and forward-thinking professional to join our Corporate Services Branch as Senior Manager, Information Systems & Infrastructure.

Reporting to the Director, Information Management Unit, and part of the GIS Services Team, the Manager will be responsible for leading a team focused on the advancement, development, and integration of geospatial technologies. This role ensures geospatial technologies and spatial data are leveraged to optimize project delivery and operational efficiency, providing enterprise-wide support and advancement of geospatial solutions at The Ministry of Highways.

Key Responsibilities:

  • Champion geospatial data management and integration with business workflows, working closely with Business users to develop product roadmaps and services.
  • Manage resources required for the ongoing delivery of the Ministry-wide information system/information management program that includes Microsoft Azure Cloud, geospatial assets, Highway Inventory System (HIS), data management framework, modeling, policies, standards, and governance required to support decisions regarding transportation infrastructure, transportation safety, and economic growth.
  • Manage a team of technical staff, fostering continuous development through coaching, and training.
  • Foster a culture of innovation and continuous improvement in geospatial practices.
  • Facilitate discussion internally and externally to optimize the use of data, technology, and digital strategies to improve end-user experience, working closely with design & construction, maintenance & operations, policy & planning, communications, and IT teams to align geospatial solutions with business needs.
  • Lead geospatial initiatives supporting asset management, network design, and field service optimization, and communicating technical concepts to stakeholders across all levels.
  • Design, develop, implement, and support online (Desktop, browser, and mobile) GIS applications for office staff, field crews, and partners.
  • Evaluate and implement emerging technologies (e.g., LIDAR, 3D Mapping, AI-based spatial analytics)
  • Oversee the creation and maintenance of spatial databases for road network assets.
  • Provide leadership and manage the development of operational plans for the ministry-wide GIS services and data management to support the ministry's current and future strategic priorities.

What We're Looking For:

You are a leader with a strong background in geospatial technologies, data governance, project delivery, and organizational change. You bring:

  • Proven 5-10 years of geospatial experience, working across multiple platforms, administration, and solutioning.
  • Minimum of 5 years of experience with real-time situational awareness applications and interactive dashboards using Hexagon Geospatial platforms, including M.App Enterprise, GeoMedia WebMap, Luciad Fusion, and GeoMedia Smart Client.
  • Master's degree in Geographic Information Systems or computer science, or a related field.
  • Strong knowledge and experience of geospatial database design and management, and data standards.
  • High learning agility and ability to influence business application roadmaps.
  • Innovative mindset with the ability to solve specific project requirements and work with clients to understand the project scope and come up with creative solutions using advanced geospatial technologies.
  • Advanced analytical and problem-solving skills to troubleshoot complex systems and data issues.
  • Experience supporting geospatial integration in transportation, business, and service delivery is an asset.
  • Demonstrated ability to explain technical concepts to non-technical audiences.
  • Strong understanding of current and emerging technologies and how other enterprises are employing them to drive digital innovation, and how they may be applied to the enterprise to drive a digital business.
