ABOUT WILLIAMS LAKE FIRST NATION (WLFN)

The Williams Lake First Nation (WLFN), or the T'exelcemc (people of WLFN) have belonged to the Secwepemc (or Shuswap) Nation for over 6500 years. Today, the WLFN community includes a growing population of over 800 registered members who live on reserve in Sugar Cane, in nearby Williams Lake, BC, and across the globe.

POSITION

Under the guidance of the Senior Law Enforcement Officer, the Law Enforcement Officer is responsible for the enforcement of the Williams Lake First Nation's (WLFN) laws, programs, and initiatives through a proactive, sustainable, trauma-informed, holistic approach to community safety.  This job will conduct investigations and inspections, respond to complaints in a professional and timely manner and work to achieve voluntary compliance whenever possible, utilizing excellent customer service skills. The Law Enforcement Officer will have a vital role in working closely with the WLFN administration, other external agencies, and community members to promote a safe and secure place for the members of Williams Lake First Nation.

Employment Type

Permanent, Full time, 7 days on, 7 days off.

Probation Period

3 months from the date of hire.

Education Required

  • Bylaw Certificate.
  • Graduated recruit training from a recognized Police, Sheriff, CBSA, Federal Corrections, DFO or equivalent training from other Law Enforcement Agencies.
  • RCMP Security Cleared – RCMP Reliability Status Clearance and Vulnerable Sector Check.
  • Bondable and clear criminal records check.
  • First Aid and CPR Certificate.

Experience Required

  • Minimum 3 years' experience in by-law enforcement or a related field. Peace officer experience may be considered.

Overtime Status

Non-Exempt.

DUTIES & RESPONSIBILITIES

Law Enforcement

  1. Monitor and ensure compliance with respect to the various WLFN policies and laws, such as the WLFN Fire Protection Law, WLFN Trespass & Nuisance Law, WLFN Cannabis Law, WLFN Land Code, Animal Control, and WLFN Matrimonial Real Property Law in the WLFN community.
  2. Investigate and track complaint areas and manage files to completion.
  3. Undertake enforcement duties, including the issuing of fixed penalties for offenses.
  4. Liaises with other stakeholders, including government agencies, law enforcement, and regulatory agencies, including (but not limited to) RCMP, City of Williams Lake, 150 Mile House Fire Department, Ministry of Environment, BC Conservation, and BC Corrections. 
  5. Work with the WLFN Indigenous Policing Services (IPS) Constable (RCMP member assigned to WLFN to support prevention and promote relationships).
  6. Collaborate with the WLFN Social Development and Health Station team to provide support services and referrals to child or youth endangerment issues.
  7. Inspect properties to determine compliance with WLFN Housing policy in conjunction with the Housing department.
  8. Attend and give evidence in court, if required.
  9. Research and prepare correspondence, including Orders to Comply.
  10. Follow up with concerns from staff regarding safety issues with clients.
  11. Promote public safety in all areas including vehicle safety, ATV, snowmobile safety, bicycle safety, pedestrian safety, etc.
  12. Discuss law requirements with individuals involved and attempt to reach an understanding and obtain voluntary compliance with the law.
  13. Patrol community during work hours to ensure safety. Work with PD Security after hours as directed by immediate supervisor.
  14. Deliver BCR's, eviction notices, etc. when requested.
  15. Be available to discuss key community issues with elected officials and the CAO during duly convened Council meetings.
  16. Supports the mission, vision, and values of Williams Lake First Nation.
  17. Contributes to WLFN's ongoing success by accomplishing other duties as required or assigned.

Community Safety

  1. Provide a visible presence in our communities in order to reduce the fear of crime and reassure local people and make them feel safe and proud of where they live.
  2. Develop community spirit, by being approachable, responsive and by communicating positive news and dealing with problems quickly and professionally.
  3. Support vulnerable residents of all ages in a courteous and sensitive manner.
  4. Develop links with youth and other community groups and work with them to cut down on disorder.
  5. Encourage residents to take responsibility for reporting anti-social behavior and the outcomes of such behavior.
  6. Promote a caring, helpful, and unbiased attitude towards residents, visitors, the general public and remain polite and courteous.
  7. Report community safety issues raised by members, or environmental problems they see around them e.g. incidents, hazards, defects, fly-tipping, dog fouling, graffiti, litter, and vandalism.
  8. Write concise reports following incidents and process information accurately.
  9. Participate and assist in community-based events or at local initiatives.
  10. Undertake basic administrative and clerical duties as required.
  11. Monitor situations using CCTV or other equipment.
  12. Attend community-based meetings as directed, often in the evening.
