Position: Supervisor – Engineering (3 year contract)

Salary: Grade 8C, Non - Union ($92,019 to $107,649)

Reports to: Manager - Engineering

This position is open as a result of a grant funded project. The Municipality uses and online questionnaire to screen candidates.

Purpose of Position:

Reporting to the Manager – Engineering, under the overall direction of the Director - Engineering and Executive Director - Infrastructure Services, the Temporary Supervisor - Engineering is responsible for the administration, performance, and the supervision of engineering and infrastructure projects, with a focus on development and infrastructure approvals. This role will provide technical support and advice on development applications related to site plans, subdivisions, and secondary plans. This role will also include supporting a variety of engineering projects related to sanitary, stormwater and drainage improvements; support and facilitate Municipal growth from an infrastructure approval perspective for developments and capital projects based on Land Development, Corridor Studies, Stormwater, Water and Wastewater Master Plans, and Environmental Assessments. This role will be responsible for the coordination and support of infrastructure projects and upgrades related to water, sanitary and storm sewers, stormwater management and pumping stations in accordance with the Ministry's Consolidated Linear Infrastructure Environmental Compliance Approvals (CLI-ECA).

Qualifications & Experience:

  • Must have a university degree in Civil or Environmental Engineering; or a 3-year diploma in Civil Engineering Technology or equivalent.
  • 5 years of experience in the field of civil or environmental engineering related to the municipal environment with emphasis on development engineering, stormwater management, and municipal servicing with 3 years' experience in a supervisory capacity.
  • Must be eligible for licensing as a Professional Engineer within 6 months; or have a C.E.T. designation and member in good standing with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
  • Professional Engineer designation preferred.
  • Must have experience in preparing technical reports.
  • Must be self-motivated, detail oriented, possess a strong work ethic and able to demonstrate the ability to work independently.
  • Must have experience establishing professional relationships and networking.
  • Experience dealing with the public.
  • Must hold a valid Ontario driver's "G" license.
  • Must obtain a clear police clearance for the vulnerable sector.

Knowledge & Skills:

  • Thorough knowledge of current design practices and construction methods related to municipal infrastructure, including stormwater management, drainage, water, wastewater, roads, and subdivision development.
  • Knowledge and understanding of civil engineering principles with a focus on stormwater management, storm and sanitary sewer design and capacity.
  • Knowledge of the Ministry's Consolidated Linear Infrastructure Environmental Compliance Approval regulations and the process related to stormwater and sanitary infrastructure and water infrastructure approvals.
  • Familiar with municipal engineering design guidelines and Ontario Provincial Standards and Specifications.
  • Familiar with all relevant Federal and Provincial legislation concerning all matters of municipal engineering including the Environmental Assessment Act, Environmental Protection Act, Highway Traffic Act, Drainage Act, Public Transportation Highway Improvement Act, Local Improvement Act and any other legislation and regulations.
  • Thorough knowledge in building and construction in accordance with the Ontario Building Code would be an asset.
  • Thorough knowledge of the Planning Act related to land use planning in Ontario would be an asset.
  • Must be able to demonstrate advanced analytical skills, problem solving skills, tact, diplomacy, confidentiality, and effective time management skills.
  • Must be able to demonstrate awareness and ability to keep current of new and evolving trends and techniques in the field of municipal infrastructure.
  • Must be able to demonstrate skills with computer applications including Windows, and Microsoft Office.
  • Must be able to communicate effectively, both orally and in writing, though clear, concise technical reports and presentations.
  • Strong math and technical skills are required.
  • Excellent customer service, interpersonal, conflict resolution, and organizational skills.
  • Must have knowledge in the principles of project management and budget tracking.
  • Knowledge of municipal bylaws, Highway Traffic Act, Occupational Health & Safety Act of Ontario, and WHMIS would be an asset.

Major Responsibilities:

1. Perform and/or provide technical engineering supervision for the review of development applications, and engineering submissions, site plan approvals, zoning amendments, minor variance and consent applications, official plan amendments and development agreements.

  1. Supervise and oversee the work and activities of Engineering Technologist(s) comprising of all aspects of development engineering and infrastructure approvals.

  2. Provide technical advice, assessments, comments, and reports on development applications and infrastructure approvals.

  3. Perform and/or provide technical supervision for the review of municipal infrastructure approvals for both development and capital projects related to stormwater, sanitary, and water servicing in accordance with the Ministry's Consolidated Linear Infrastructure – Environmental Compliance Approval (CLI-ECA).

  4. Facilitate and monitor the internal review and approval process of all CLI-ECA applications for both new development and capital projects.

  5. Coordinate and monitor the compliance of required field inspections and maintenance related to existing municipal stormwater and sanitary systems in accordance with the Ministry's CLI-ECA.

  6. Oversee the coordination of pre-design and pre-consultation meetings to provide engineering input on servicing, including coordinating the engineering comments to the Growth and Sustainability Department and/or Committee of Adjustment as required.

  7. Supervise design drawing reviews and coordinate construction site inspections for compliance and conformance to Municipal Development Standards and applicable legislation relating to public safety for developments and municipal projects that have been assigned to this division.

  8. Evaluate and /or provide technical supervision in the evaluation and approval of servicing plans for new developments.

  9. Oversee and assist with the administration of development agreements and monitors development construction, ensuring any documents are properly executed and all conditions are satisfied by developers.

  10. Coordinate and assist in the consultation process with developers, contractors, consultants, other internal Departments and Divisions involving development agreements, design guidelines, construction specifications, and development guidelines.

  11. Review technical information provided by Engineering Technologists and others on development related issues and applications for zoning by-law, official plan, subdivisions, site development proposals, minor variances, severances, re-zonings, etc.

  12. Supervise the preparation of technical information and ensure quality and accuracy of such information to external organizations with respect to infrastructure, development procedures, conditions, standards, methods, costs and other development related information.

  13. Oversee field inspections, contract administration, preparation of payment certificates and facilitate quality control on any assigned projects under the direction of this role.

  14. Monitor and coordinate any development agreement changes, payments and securities, and completion for acceptance of new development.

  15. Prepare and present any reports to council related to assumption of development for Council approval and by-law adoption, infrastructure approvals, or other development related matters.

  16. Attend and/or provide technical comments for the Committee of Adjustment and the Technical Advisory Review (TAR) Committee.

  17. Provide engineering technical information and advice to external consultants, ratepayers, developers, and other municipal departments.

  18. Prepare technical reports and conduct design reviews as necessary.

  19. Ensure compliance with the Municipality's development manual and coordinate any updates to the manual, as required.

  20. Coordinate with Engineering and other departments in keeping the Municipality's Development Manual updated under the direction of the Manager - Engineering.

  21. Prepare and assist in the development of specifications and reports including the preparation of contract documentation for the procurement of tender and proposal bids related to engineering and infrastructure projects.

  22. Oversee the coordination of information and support Community Planning with the preparation of servicing agreements for site plan agreements subdivision/development agreements as required.

  23. Investigate and resolve complaints related to development concerns from businesses and residents, as required.

  24. Investigate and research potential new technology being implemented in municipal infrastructure related to development and infrastructure projects.

  25. Present information and participate in public engagement on development and/or other related engineering projects.

  26. Serve on various municipal committees as required related to development.

  27. Provide information for the preparation of the budget including ensuring cost recovery of all outside consulting engineering expenses related to development and infrastructure projects.

  28. Coordinate with Essex Region Conservation Authority, Lower Thames Valley Conservation Authority and Ontario Clean Water Agency as well as other partners related to development applications and infrastructure approvals.

  29. Liaise with external government agencies, neighbouring municipalities, local agencies and organizations on development standards and ministry guidelines and regulations related to linear infrastructure.

  30. Support other divisions related to Lakeshore's Asset Management Plan, as required.

  31. Other duties as assigned.

Decision Making & Judgement:

  • Work is performed under the general direction of the Manager – Engineering, the Director - Engineering and the Executive Director - Infrastructure Services
  • Work with the Capital Projects Division, Public Works Division, Water Management Division and Community Planning Division.
  • Work within guidelines of policies, procedures and engineering standards of the Municipality.
  • Provide technical advice on development project matters related to capacity planning.

Leadership Level:

  • Directly supervise Temporary Engineering Technologist(s) and other staff as assigned including coaching, provide goals and objectives, and technical support as required.
  • Indirectly oversees contractors and external consultants as required
  • Lead and provide technical expertise in the compliance of the development manual and ministry environmental regulations including stormwater, sanitary, and water infrastructure.
  • Plan, prioritize and assign work
  • Accountable for health and safety responsibilities of staff; must ensure compliance with OHSA as well as Municipality of Lakeshore's Health and Safety policies and procedures including WHMIS
  • Participate in recruitment, training, setting objectives, performance management, vacation scheduling, lieu and flex time approval, etc.
  • Identify and assist in addressing the professional needs of staff

Financial Management Level:

  • Approve expenditures in accordance with approved budgetary guidelines.
  • Provide feedback and recommendations for the divisional budget
  • Monitor financial variances to provide feedback to the Manager.

Interaction Level:

Excellent interpersonal skills to interact with members of Council, staff and the public. Must have proven ability to establish and maintain effective working relationships with a diverse group of stakeholders and must be able to effectively manage multiple projects concurrently.

Environment

  • Works within an office environment within the hours of 8:30 a.m. to 4:30 p.m. (35 hours per week).

Control over Work Schedule

  • Occasionally requested to work beyond normal office hours.
  • Overtime is capped to 35 hours of paid time off in lieu of overtime
