Position: Water/Wastewater Compliance Coordinator

Salary: $38.46 to $ rates)

Union: IBEW

Reports to: Manager - Water

Purpose of Position:

Reporting to the Manager - Water, this position will assist in the implementation and development of the Drinking Water Quality Management Standards (DWQMS) for both water treatment and water distribution areas. This position is primarily responsible for all issues with respect to compliance reporting as it relates to the Safe Drinking Water Act, the Ontario Water Resources Act, Clean Water Act, and all associated regulations.

Qualifications:

  • 2 year college certificate or diploma in engineering or environmental/water.
  • 4 years' of experience dealing with regulatory personnel of which a minimum of 3 years of experience working with DWQMS
  • Experience in water treatment operations would be an asset
  • Certification in water/waste water treatment operations would be an asset
  • ISO 14001 knowledge or certification would be an asset

Knowledge:

  • Knowledge of QMS and DWQMS program requirements and environmental/emergency management programs
  • Knowledge of internal and external auditing
  • Strong computer skills including MSOffice, email, database entry.
  • Strong organizational skills and ability to prioritize work assignments and work independently
  • Ability to communicate clearly both verbally and written
  • Knowledge of the water/waste water system treatment and distribution operations and all governing legislation related to the Safe Drinking Water Act 170/03.
  • Demonstrated knowledge in computer operation of the treatment system facilities, including troubleshooting, process control of required MOECP guidelines in the Safe Drinking Water Act and associated regulations.
  • Demonstrated knowledge of sampling and testing for parameters related to drinking water quality and water treatment and distribution facility operation.
  • General knowledge of related municipal by-laws, policies, and practices.
  • Ability to interpret and administer a variety of acts and regulations, contractual agreements, policies and guidelines.

Major Responsibilities:

  • Maintain and support the Quality Management System as it relates to drinking water (DWQMS).
  • Set up new employees into the DWQMS system, coordinate the training and provide guidance on DWQMS matters.
  • Assist the designated quality management representative with ongoing monitoring of the DWQMS
  • Collect and retrieve data from servers or SCADA system and interpret information to ensure compliance with regulations.
  • Generate monthly, quarterly and annual reports as required.
  • Summarize reporting data as specified by MECP.
  • Populate and create new work orders per manufacturer recommendations.
  • Direct/notify operations of regular sampling requirements per Regulations.
  • Direct/notify operations of special sampling requests be it internal or external.
  • Review daily lab data results to ensure requirements are being met per regulation.
  • Input daily lab results per regulatory/reporting requirements.
  • Communicate and train operations with regards to regulatory requirement changes.
  • Analyze operational results regularly to ensure compliance.
  • Report non-compliance events to MECP, MOH, Spills Action as required.
  • Develop and implement KPI systems with ability to report departmental quality performance.
  • Collect and file external lab results per regulations.
  • Review/analyze external lab results and notify appropriate personnel of possible problems.
  • Summarize and catalogue external third-party inspections, maintenance/calibrations/certifications, etc.
  • Maintain and coordinate Compliance Science systems.
  • Assist compliance to administer all processes and procedures and ensure working within regulation framework and develop and implement all policies and recommend ways to minimize risk.
  • Ensure risk assessment elements are up to date and reviewed per DWQMS.
  • Analyze all changes recommend and identify appropriate area in administration and coordinate with functional area to implement all changes and document same.
  • Provide support to all water distribution operators and ensure compliance to all pipeline safety regulations and collect all information required to prepare periodic reports and provide consultation to management in all compliance issues.
  • Coordinate with management to design all corrective plans and implement same and assist all internal assurance audits and pre audits according to requirements and perform incident investigations for same.
  • Provide support to all integrity management plans and activities and ensure compliance to all engineering standards of organization and maintain records for same.
  • Track operator qualification program for the Municipality and provide regional support to same and monitor effectiveness of all operating and maintenance procedures in compliance programs.
  • Maintain all compliance documents such as contract specification and technical resource documents and monitor all field applications and manage all communication for emergency responses.
  • Participate in various technical committees and assist in interpreting all regulations to resolve all operation issues and attend all staff meetings and resolve all organizational issues.
  • Collaborate with training team and functional department to provide appropriate training and develop compliance training materials and implement same.
  • Monitor, evaluate, and analyze data related to operational procedure
  • Identify potential problems and recommend solutions
  • Assist with the development and maintenance of DWQMS compliance related issues, including Operational Plans, document control procedures and assorted standard operating procedures identified in the management system.
  • Assist with the maintenance of all documentation, data and reporting systems in accordance with the DWQMS standards.
  • Coordinate and prepare for audits of DWQMS.
  • Assist the Manager or Supervisor on projects to ensure they are scheduled, implemented and financially managed in a professional and efficient manner.
  • Remain apprised of current legislation and regulation requirements
  • Liaise with a variety of agencies including MECP, internal and external DWQMS auditors, the DWQMS accreditation body and internal staff.
  • Assist with the development and delivery of programs, related communications, and training for water staff.
  • Assist with the identification, recommendation, adoption and evaluation of the effectiveness of best management practices.
  • Prepare notices for meetings and training courses
  • Assist in the development and training of standard operating procedures (SOP's)
  • for the water division.
  • Upload SOPs into Compliance Science.
  • Develop and deliver appropriate training as required by operations.
  • Stay current with ongoing regulatory requirements
  • Ensure MECP regulatory requirements are incorporated into related SOP's and reporting structure.
  • Facilitate management review meetings as required per DWQMS.
  • Provide updates and refreshment training to operations as needed to maintain communications and awareness.
  • Document and report out pertinent information as it relates to compliance and regulatory requirements.
  • Maintain and update any QMS programs as required to keep information current.
  • Evaluate and offer new suggestions related to quality improvement activities.
  • Liaise with supervisors, managers and operations with regards to updates pertaining to DWQMS and MECP.
  • Perform other duties as assigned.

Control over Work Schedule

  • Hours of work 8 hours per day and 30 minute unpaid lunch, 40 hours per week Monday to Friday, start and end time may vary but hours will be worked within 7:00 am to 3:30 pm.
  • Overtime as specified in the respective Collective Agreement
