Position Overview
Reporting to the Recreation Manager, Events, Theatre & Studio Operations, the Supervisor is responsible for providing guidance, coaching, motivating, and providing leadership to the Recreation Leads, Events. The Supervisor will provide oversight of the planning, development, and successful execution of all city-led events to minimize risk to the City of Vaughan. The Supervisor oversees all tasks to execute events successfully, including research, benchmarking, making recommendations, marketing and promotion, sponsorship, evaluating, and risk mitigation.
Responsibilities
Technical Duties
• Oversees the visioning, planning, research, delivery, and execution of city-led events managed by the Events Division within Recreation Services for the City of Vaughan. This includes organizing site visits, preparing site maps, visioning and execution of show programs (run of show) and operational logistics for a safe move-in/out and set-up, of vendors, suppliers and entertainers.
• Provides support to various internal departments and consult to third party event organizers, including internal and external stakeholders, and collaborates with agencies, other levels of government, emergency services etc. to plan and deliver events as needed.
• Mitigates reputational and safety risks by ensuring safety components, insurance coverage, appropriate licenses, permits by collecting, reviewing, commenting and executing contracts and technical and hospitality riders for entertainment, while ensuring all policies, protocols and confidentiality are adhered to.
• Delivers on high level expectations by Mayor and Members of Council including Senior Leadership Team for City produced events which impact corporate reputation and public relations
• Oversees the development, implementation, and monitoring of event policies, critical paths ,procurement documents, vendor contracts, venue and entertainment agreements, grant applications, marketing plans, presentations, event procedures manual, and social media campaigns.
• Oversees the Corporate Sponsorship Program by staying on top of industry trends, building and maintaining relationships with existing and potential sponsors, conducts research, prepares custom sponsorship packages, pitching and sells sponsorship opportunities to generate funding to host city-led events.
• Leads the implementation and evaluation measurements to improve overall quality and efficiency of city-led events to continuously identify strategies for improvement and/or cost-savings.
People Leadership
• Supervises staff under the governance and compliance with collective agreements, By-laws and Acts, in addition to all required corporate policies, protocols, and procedures.
• Assesses staffing needs, leads in the recruitment process, assists in developing job descriptions and competencies, creates and conducts tests for potential candidates, assesses results and prepares recommendations regarding the selection of staff.
• Supervises and coordinates staff resources including scheduling, training, performance appraisals, disciplinary actions in consultation with the Manager and prepares recommendations regarding hiring, promotion, demotion and termination.
• Provides leadership and guidance, administrative and technical guidance, coaching and development support to staff with a daily focus on customer service, ensuring consistency of approach and the fulfillment of divisional service levels/objectives, corporate and departmental policies.
• Provides a leadership role in conflict resolution, including union grievances, meeting departmental service delivery objectives with the focus on providing excellent customer service.
Effective Service Delivery/Interactions with Others
• Acts as the designated liaison to various City departments, committees, task forces, community meetings and external user groups, agencies and vendors, regarding current, accurate and complete information for the respective division.
• Participates in the City of Vaughan Emergency Management Team operations. Provides insight/recommendations on how to best leverage resources in City declared emergencies and severe weather situations; develops and maintains emergency planning documents.
• Responsible for responding, in conjunction with the Manager, to all division-related complaints and inquiries from citizens, user groups, external agencies and stakeholders, staff and Mayor and Members of Council using various methods of communication with tact and diplomacy.
• Makes recommendations and participates in the development, analysis and implementation of customer surveys, focus groups and community consultation/engagement initiatives that enhance and improve the effectiveness and efficiency in service delivery.
Business Planning and Financial Management
• Participates in the development, analysis and implementation of annual budgets, submissions and reports.
• Provides leadership and assists the Manager in the development, analysis and implementation of divisional business plans and operational policies, practices, and procedures.
• Supervises projects and initiatives utilizing project management best practices to achieve results; provides regular reporting and communications on projects, identifies critical issues, identifies, evaluates, mitigates and escalates to the Manager risk and liability concerns.
• As required, provides input for the procurement of goods and services such as request for proposals, price quotes and bid documents; oversees vendor/consultant divisional contracts and authorizes payments.
• Assists with the development of or provides input into alternative funding opportunities including partnerships, contracts, sponsorship, grants, and advertising.
• Accountable for the overall performance of the respective unit/subject areas, maximizing public participation and satisfaction while also achieving revenue, expense and cost recovery targets, where applicable.
Qualifications and Experience
• Four (4) year University Degree in Marketing, Communications, Business Administration, or suitable equivalent.
• Minimum five (5) years related progressive experience and three (3) years supervisory experience preferably in a municipal environment.
• Ability to adapt to change and to existing initiatives to meet the needs of the departmental and corporate goals, objectives and initiatives.
• Demonstrated knowledge and proficiency in a range of core functions and operational processes of the division.
• Ability to analyze issues and problems, evaluate alternative solutions and develop sound conclusions, recommendations and courses of action.
• Ability to execute decisions and deliver results that are aligned with department goals and objectives.
• Knowledge of and demonstrated ability in strategic planning, change management design, process and implementation strategies to optimize quality and cost-effectiveness of delivery of business areas.
• Proven ability to manage conflict, effectively problem solve, be capable of working under stressful conditions as well as possess organizational and analytical skills and abilities.
• Ability to plan, organize, prioritize and balance multiple responsibilities, shifting priorities, regular workflow interruptions while maintaining a positive attitude.
• Demonstrated ability to lead, coach and build cohesive and motivated teams; promote collaboration, team processes, learning and development opportunities for staff.
