Job Duties:
Program Management:
· Oversee the day-to-day operations of the following programs:
ü O'siem Daycare Program
ü FRAFCA AHS Daycare (Newton)
ü Awahsuk Licensed Preschool Program
· Support the pre-development, program development and implementation of the upcoming O'Siem Childcare Program.
· Liaise with the Director of Strategic Innovation in the visioning and implementation of O'Siem Childcare Program. Including attending City of Surrey planning meetings where necessary, leading initiatives to confirm funding for the new O'Siem Childcare Program.
· Develop, implement, monitor and evaluate all aspects of all programs in order to ensure that client/staff/volunteer needs are met and that contractual obligations to REACH, Aboriginal HeadStart (AHS), Government of Canada, IELCC/Wage Enhancement/CCOFF and other funders are fulfilled.
· Liaise with REACH, Aboriginal HeadStart (AHS), Government of Canada, IELCC/Wage Enhancement/CCOFF and other funders, to ensure linkages are clearly developed and strong team relationships are maintained.

· Monitor program quality through supervision and group evaluation processes.
· Complete all statistical and annual reports for your programs
· Monitor and authorize program expenditures and maintain financial records in accordance with established procedures.
· Determine program, resource/budgetary, operational and organizational requirements for all new and existing programs within responsibility area. In consultation with their program supervisor and the Finance Manager, develop the annual program budget, implement and monitor expenditures and budget on an ongoing basis.
· Manage fiscal, staff and material resources of the program and make annual budget recommendations.
· Develop comprehensive plans and strategies to achieve identified objectives.
· Ensure that program facilities are maintained in a manner that meets or exceeds all health and safety and Fraser Health licensing standards. Ensure that all WorkSafe BC Health & Safety standards are met and maintained.
· Ensure cases are managed within the generally accepted Case Management principles and in compliance with privacy regulations, Fraser health licensing standards, AHS Standards and all other standards as required and related to your program and facilities.
· Play and active role in FRAFCA's strategic and operation plans and initiatives and a member of the leadership team.
Supervision:
· Recruit and select program staff, volunteers, and practicum students, including orientation to the agency and program.
· Schedule, train and manage a multidisciplinary team, coaching staff on day-to-day basis, ensuring staff activities are culturally safe and aligned with the obligations of the contract, FRAFCA's Vision, Mission & Values.
· Manage front-line staff, including hiring, performance review, discipline, grievance resolution and discharge.
· Support the annual human resources policy review.
Community/Partner Engagement:
· Lead FRAFCA's involvement in planning for annual National Indigenous Peoples Day festivities.
· Plan and implement program outreach activities and special events in accordance with Mission, Vision and Values of the Centre, and program goals.
· Promote public awareness and support for the program's including promotional materials, hosting engagement sessions, and being an active member of community committees that are relevant to the programs managed.
· Liaise with service providers and professionals from other agencies to coordinate service provision, facilitate referrals to the program and represent the organization or program in external events.
· Delegate and support team members to engage with community, partners and potential partners
General Leadership Duties:
· Annually review fiscal, staff and material resources of the program and makes annual budget and program improvement recommendations. Develops comprehensive plans and strategies to achieve identified objectives or to address areas needing improvement.
· Develop funding proposals in consultation with program staff, senior management and funder.
· Respond to complaints by clients according to the Centre's client complaint procedures.
· Contribute to the Leadership Team and participates in developing long range and strategic plans, assessing and resolving operational issues and policies.
· Perform other related duties as required.
Qualifications:
Education and Experience:
· Bachelor's degree in early childhood care, human services, psychology, or one of the other behavioral sciences; Early Childhood Educator Certificate, or the equivalent of education and experience. Specializations in ECE IT (Infant and Toddler) or Special Needs an asset.
· A minimum of 3 years of experience working with Indigenous children in a licensed early childhood setting.
· A minimum of 2 year of experience in a supervisory role in the community non-profit sector.
· Maintain a clean criminal record check and vulnerable sector search.
· Must adhere to the organization's health and wellness plan.
