Role description:

Arcadis is seeking an experienced and motivated Senior Rail Transportation Planner to join our growing Mobility Advisory (Transportation Planning) team in Western Canada.  

In this senior-level role you will have extensive experience in managing a range of rail focused transportation planning and engineering, public transit (including passenger rail, LRT and BRT), business cases, strategy and major projects.

You will have a passion for sharing your knowledge and for being an advisor and mentor to your team, building skill sets and capability within the team including:

  • Upstream studies on public transport networks (potentiality studies / feasibility studies / preliminary design / ridership forecasts, on LRT, metro, BRT and railway projects);
  • Expertise on LRT, BRT or passenger rail projects (passenger and traffic forecasts, costs, mode selection, operation, urban integration, ticketing and revenue, etc.);
  • Traffic studies and multi-modal modelling (public transport, highways);
  • Transport masterplans, mobility assessment and further proposals; and
  • Transport economics.

The ideal candidate will also have experience leading consultation programs with stakeholders, agencies, and the public, multi-modal transportation planning and engineering. You should have extensive technical expertise, strong project management and strategic problem-solving skills. You will lead/manage complex, multi-disciplinary, and strategic projects, as well as overseeing detailed technical studies. The range of work will include passenger rail transportation and transit projects including master plans, transportation infrastructure projects, feasibility studies, as well as transportation economics and equity, among other areas.

You will lead the development and implementation of rail planning solutions, manage client relationships and business development at the senior management level, and provide oversight and mentorship to a dynamic team of engineers and planners when collaborating on projects.

Role accountabilities:

In this role, you will develop and nurture relationships with key clients, actively identifying opportunities that align with the team's strategic objectives. You will be responsible for building and maintaining strong business relationships with both public and private sector clients, including engaging with senior management to ensure client needs and broader organizational goals are met. Your efforts will also support business development activities, from pinpointing new prospects to preparing proposals and presenting solutions to prospective clients.

You will lead and manage rail planning projects, supervising multidisciplinary project teams and overseeing the execution of project tasks. This includes supporting the delivery of complex projects such as light rail transit (LRT), bus rapid transit (BRT), rail feasibility studies, and operations and policy analysis. By collaborating with colleagues across Mobility Advisory and other business units, you will ensure technical reviews are thorough, deliverables are accurate, and outcomes comply with industry standards.

In this role, you will provide expert guidance and technical oversight in the development of innovative rail and transit solutions, ensuring all work meets established standards and client expectations. You will take a lead role in major rail studies, focusing on the need and justification for new projects, analyzing alternatives, and planning sustainable transportation systems. Staying abreast of emerging trends and technologies in rail transportation and transit planning will be essential, as you incorporate new strategies to enhance efficiency and sustainability across projects.

Finally, you will implement and monitor quality control processes to ensure all deliverables meet required specifications. You will keep up to date with Ontario and eastern Canada market conditions, including relevant transportation policies, standards, and trends, ensuring your team's solutions remain current and competitive within the industry.

Qualifications & Experience:

Required:

  • Bachelor's degree or equivalent in Planning or Civil Engineering or a related field.
  • Registered Professional Planner (RPP) or Professional Engineer (P.Eng.) Certification or equivalent.
  • 20+ years of relevant planning / engineering experience, including leadership of the development and implementation of passenger rail transportation solutions related to sustainable programs.
  • Recognized expert in rail planning.
  • Proven project success on various sized projects including effective direction of project teams for project execution.
  • Strategic problem-solving skills and advanced technical knowledge in transportation planning / engineering.
  • Strong professional consulting skills, including project management, client relationship management, and commercial acumen at senior management levels.
  • Excellent written and verbal communication skills, including the ability to develop and deliver professional presentations.
  • Excellent time management skills, with the ability to manage multiple priorities and deadlines concurrently.

Preferred:

  • Experience leading rail transportation master plans for major clients.
  • Experience winning and leading mid to major size projects.
  • Understanding of BC & AB public and private sector client needs and policies.

The salary range for this position is $128,000 - $178,000. The base salary represents Arcadis' hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role.
