About the Program:

Intensive Support Supervision Program (ISSP) program is for female identifying youth (ages in Victoria and the surrounding area. This dedicated program for young persons is a community-based alternative to custody that incorporates rehabilitative interventions and support services specific to the individual youth. The intent of the program is to provide an effective sanction that enables the young person to remain in the community and avoid custodial placement, decrease recidivism, and subsequently enhance the safety of the community.

Position Summary:

The Position reports to Manager, Community Programs

We are seeking a dedicated Youth Outreach Worker to provide support and service coordination for youth and families referred by probation officers. The ideal candidate will assist in fostering healthy development in education, work, and family environments. This is an in-person position with no remote work options available.

What You'll Be Doing:

Youth Support and Advocacy (40%)

  • Support the young person's participation in required or voluntary rehabilitation and intervention programs, e.g. addictions counselling, youth forensic treatment, Youth Substance Abuse Management , Program, Youth Violence Intervention Program, life skills, social skills, etc.
  • Assist the young person in fulfilling court-ordered reparative conditions, including community service and compensation to victims.
  • Identify and engage youth in structured recreational, cultural, and community-based activities that build connection, identity, and resilience, and intentionally reduce association with high-risk or antisocial peers.
  • Act as a consistent mentor, advocate, and pro-social role model, building a strong, trust-based relationship with the young person rooted in empathy, accountability, and trauma-informed practice.
  • Support the young person's sustained engagement in school, vocational training, or employment, including assisting with school re-entry, liaising with educators or employers, and advocating for accommodations when necessary.
  • Work flexible hours including weekends and evenings to accommodate program and client needs.
  • Accompany/provide transportation for youth to appointments, programs, or community events as needed to reduce barriers to access and model healthy community participation.
  • Identify and respond to emerging safety or mental health concerns using nonviolent crisis intervention and appropriate escalation protocols.

Supervision and Compliance (30%)

  • Develop, in consultation with the supervising probation officer, a detailed supervision and support plan within a specified timeframe.
  • Monitor compliance with community supervision terms, and support the youth in understanding and following the conditions of their community supervision, including providing reminders, encouragement, and check-ins to promote accountability and reduce the risk of breaches.
  • Report all known instances of the young person's non-compliance with the conditions of community supervision to the supervising probation officer or directly to the police, the latter being subject to locally established protocols or pre-authorized approval of the supervising probation officer.
  • Provide statements or appear in court as a witness if required.
  • Maintain ongoing contact with parent/caregivers, providing advice and assistance, including a range of counselling techniques, mediation and, as required, crisis intervention in order to maintain family integrity and residence stability.

Collaboration and Reporting (30%)

  • Collaborate and actively contribute to the development, review, and adjustment of the youth's case plan in partnership with the supervising probation officer and other team members.
  • Complete accurate and timely documentation, including contact notes, progress updates, incident reports, and monthly summaries in accordance with MCFD and Society requirements.
  • Provide monthly client reports, internal program reports, and other reports as needed to the JHS designate.
  • Represent the agency in the community and maintain positive relationships with other organizations.
  • Participate in Integrated Case Management (ICM) meetings, school meetings, and community case conferences as required.
  • Maintain confidentiality and adhere to all legal and ethical guidelines regarding client privacy and information sharing.
  • Link the young person with ongoing, non-governmental community supports, e.g. community mentors, volunteers, church groups, youth support groups, etc.

Perform other duties and projects as required and not limited to the responsibilities as mentioned.

  • The assigned percentage of job responsibilities may vary based on organizational and operational priorities.

What We're Looking For:

Qualifications:

  • Minimum of a (2) year diploma in a related human/social services field.
  • Two (2) years related experience which should include:

  • Experience in providing support and supervision to high-risk youth who may be violent and may be participating in a non-voluntary program in a community based setting.

  • Experience in providing crisis intervention.
  • Knowledge of, and experience with, the Youth Criminal Justice Act and youth corrections
  • Proficient in verbal and written English at a professional level, with excellent communication, organization and interpersonal abilities.
  • High proficiency in MS Office Suite (Excel, PowerPoint, Word, Outlook, SharePoint) and case management systems.
  • Criminal Record Check and Vulnerable Persons Check.
  • Valid Class 5 Driver's License and access to a reliable vehicle, insured for business up to $5,000,000 for liability, and which can be used to transport clients.
  • Carry provided cell phone to facilitate your contact with clients.
  • Emergency First Aid certification is an asset.
  • Ability to manage confidential and sensitive information effectively and possess strong integrity.

Skills and Competencies:

  • Ability to understand the dynamics of youth's behavior and assess their needs and risks, managing it as part of the case management process.
  • Experience working with a range of different individuals and groups in the community, and to be sensitive to and understanding of their social realities, including culture, race, religion, sexual orientation, and lifestyle.
  • Well-developed interpersonal communication, assessment, and conflict management skills.
  • Available to work outside of normal office hours.
  • Demonstrate a level of cultural sensitivity and understanding of the client population's cultural and socioeconomic characteristics.
  • Can form a mutually respectful partnership with persons served and their families in which they are helped to gain skills and confidence to address any issues and problems they face.
  • Can accept the differences he or she will find among his or her clients.
  • Accept clients' rights to self-determination and individuality and must not discriminate based on race, ethnicity, language, religion, marital status, gender, sexual orientation, age, abilities, socio-economic status, political affiliations, or national ancestry.
  • Have a positive conviction about the capacity of people to grow and change.

  • Worker must have the ability to recognize persons with special needs and make appropriate referrals.
  • Be familiar with Microsoft Office Suite and have the capability to learn and adapt to our systems.
  • Driving is required to attend meetings and to enable contact with youth/families at home or in the community.
  • The program worker may be involved in coordinating and/or participating in activities with youth, which include physical, outdoor or other active elements.

Case Management Skills

  • Demonstrated ability to work independently, and constructively and co-operatively in a team setting.
  • Knowledge of, and experience in, involving families, community, youth corrections, and other systems in case planning with youth.
  • Knowledge and experience with case recording practices.
  • Knowledge and experience with referral, screening, and case conferencing practices.
  • Knowledge of community resources for youth and families.
  • Or an equivalent combination of education, training, and experience.
  • Excellent reporting skills, for both internal and external stakeholders.
