What You'll Do

  • Oversee the daily operations of public works, town owned buildings, water, sewer, parks, arena and marina departments.
  • Lead and mentor a skilled team, fostering a culture of safety, accountability, and collaboration.
  • Manage operating and capital budgets and ensure responsible use of municipal resources.
  • Ensure compliance with health, safety, and environmental legislation and standards.
  • Coordinate maintenance programs, inspections, and effective use of equipment and materials.
  • Identify opportunities for innovation, efficiency, and service improvement.
  • Prepare reports and provide updates to Council.
  • Build strong working relationships with residents, contractors, and external agencies.

What You Bring

  • Experience in municipal or public works operations, including a supervisory or management role.
  • Post-Secondary Education with Engineering or Project Management Background.
  • Strong technical knowledge of roads, water/wastewater, and fleet operations.
  • Strong Knowledge of Asset Management.
  • Proven leadership, budgeting, and compliance reporting experience.
  • Excellent communication, decision-making, and organizational skills.
  • Certified Roads Superintendent (CRS) and/or water or wastewater certifications are assets.

JOB DESCRIPTION

MUNICIPAL OPERATIONS MANAGER

The Municipal Operations Manager shall be responsible for the administration, supervision and related duties for the Public Works, Buildings, Water, Sewer, Park, Arena and Marina Departments of the Town of Thessalon.

Duties and Responsibilities:

  • Ensure that proper safety training as well as procedures and practices are carried out by employees.
  • Manage day to day operations of approximately 5 unionized staff.
  • Responsible for management of contract services, part-time staff and summer students.
  • Prepare schedules of daily work tasks for staff to ensure prompt completion of these work plans.
  • Patrol and inspect roadways and associated infrastructure to determine condition and need for repair or replacement to ensure compliance with policies.
  • Ensure all vehicles, equipment and machinery are adequately maintained in good safe working order, complete with record management. Recommend new equipment purchases and major equipment repairs.
  • Prepare estimates of the time and materials necessary to complete tasks.
  • Responsible for the ordering of materials and supplies required for the above mentioned departments
  • Investigates and responds to public complaints, either as assigned or on own initiative.
  • Responds to and coordinates operational response to special and/or emergency requests either as assigned or on initiative.
  • Coordinates work with other departments as required.
  • Participates in regular Council meetings.
  • Participates in special Council meetings if required.
  • Supervise and schedule the duties and work-related activities of employees pertaining to the maintenance, repair and construction involved with the road department.
  • Supervise and schedule the duties and work-related activities of employees pertaining to the maintenance, repair and construction involved with Town owned facilities.
  • Supervise and schedule the duties and work-related activities of employees pertaining to the maintenance, repair and construction involved with the water distribution system and the sewage system (in conjunction with the Ontario Clean Water Agency).

Specific Tasks:

  • Preparation and maintenance of Asset Management Plan.
  • Assist in the preparation of annual capital and operational budgets and monitor expenditures to ensure compliance with the approved budget for the above-mentioned departments.
  • Annual report on Asset Management Plan needs for required capital budgeting.
  • Prepare tenders and/or quotes for departments mentioned above as per the OPS books and in accordance with the Purchasing Policy.

General Duties:

  • provide on call coverage after hours and if required, to establish a schedule for weekend standby
  • balance and sign payroll time cards for the above-mentioned departments bi-weekly
  • assist the Human Resources Committee, when requested, with departmental staff discipline, employee termination, recruitment including participation in interviewing and testing, providing input in the collective bargaining, grievance process and collective agreement administration
  • Ensure that duties, as requested by Council, as well as duties deemed to be part of the general operation of the above-mentioned departments are responded to in a timely fashion
  • Other duties as assigned

Preferred Qualification Requirements:

(must be willing to achieve preferred requirements within a timely manner)

  • WHMIS
  • First Aid Certification
  • Certified Road Supervisor CRS
  • Knowledge on HVAC systems

Qualification Requirements:

  • Post-Secondary Education with Engineering or Project Management Background
  • Proficiency in Computers and Programs e.g. Office, Excel, PowerPoint etc.
  • Strong Knowledge of Asset Management
  • Strong Knowledge of OPS standards
  • Background in Budgeting
  • Must Have Exceptional Organizational Skills
