Job Description:
Purpose of Position
The Senior Manager, Information Governance, Records Management & eDiscovery will lead the development, implementation, and sustainment of enterprise-wide programs as Records Management and eDiscovery practices, Information Lifecycle Management and Classification Modernization.
This role is accountable for ensuring proper governance over the creation, retention, classification, access, and disposition of records and information, helping to protect sensitive data and systems from technology, security, legal, regulatory, and reputational risks. By embedding strong information governance controls and practices, the role plays a critical part in reducing exposure to data breaches, non-compliance penalties, operational disruptions, and challenges in legal discovery.
The role will ensure that an integrated approach to records management, classification, and retention, combined with digital workflow automation, is effectively embedded across both existing and modernized technology solutions. This integrated approach supports regulatory compliance, optimizes data retention, improves storage and cost efficiency, and ensures alignment between information strategies, organizational goals, and industry best practices.
Key Responsibilities
Records and Information Management & eDiscovery Practices: Develop and lead the implementation of a comprehensive Records and Information Management (RIM) strategy and Practice, including eDiscovery practice aligned with enterprise objectives, privacy, and compliance frameworks.
Maintain and update records retention schedules in accordance with legal, regulatory, and operational requirements. Promote the integration of modern records management practices within digital platforms and business workflows.
Governance and Compliance: Ensure compliance with applicable legislation (e.g., Freedom of Information and Protection of Privacy Act, Archives Act, other provincial/federal requirements).
Develop and maintain Information policies, procedures, and training materials to support records and information governance.
Lead internal audits or readiness reviews for records compliance and data lifecycle practices.
Program Operations & Lifecycle Management: Oversee the records management practice, lifecycle of records, including classification, retention, archiving, and disposition. Lead or support projects for digitization, physical records management, and legacy data cleanup.
Technical Lead: Serve as the technical lead for records and information management initiatives, providing expertise in the design, selection, and implementation of tools, systems, and platforms that enable effective RIM and eDiscovery practices. Ensure technology solutions are aligned with enterprise architecture, security, privacy, and compliance requirements.
Collaboration: Build and lead a multidisciplinary team that works collaboratively across FSRA departments. Partner with both IT and business units to implement effective information governance and records management practices. Serve as a subject matter expert, providing guidance on best practices, compliance, and strategic alignment. Champion change management and drive continuous improvement initiatives to support the organization's evolving information needs.
Qualifications
Education & Certifications
Bachelor's degree in Information Technology, Information Governance, Law, or related field (Master's degree an asset).
Must have professional certifications such as CIP (Certified Information Professional); IGP( Information Governance Professional), and/ or (ITIL, CISA, ISO Lead Auditor, or ARMA credentials)
Must have expertise in managing information governance across legal, regulatory, records, privacy, and security domains.
Must demonstrate proficiency in Information governance concepts and implementation, Content and records management, Business process management, Information architecture and analytics.
Must have excellent communication skills, project management skills, presentation skills, documentation skills, and stakeholder engagement skills.
7+ years of progressive experience in information governance and records management, with at least 3 years focused on records management technology implementation.
Strong willingness and ability to learn new skills and adapt to evolving job requirements.
Preferred:
Experience working in a regulatory agency or with a regulated financial organization.
