Engineering Manager, Enabling Projects

As the Engineering Manager, Enabling Projects, reporting to the Engineering Director, New Build Front-End Engineering and Design (FEED), you will act as both the technical oversight/integration lead and the people leader for a growing team of innovative and creative discipline-focused engineers. The Enabling Projects team is focussed on leading and providing support to work that is outside of, and generally ahead of nuclear new build projects and services, ensuring that key precursory and complementary technologies and strategies are developed in a timely manner.
The overall New Build FEED group and particularly this team is in "start-up mode", so this is a hands-on position, with everyone helping to achieve our commitments, and go above and beyond to impress our clients. Our group will always be the first in the door with potential clients, so enabling follow-on large-scale new build projects for our company and repeat business for ourselves are our goals. As such, this is a dynamic role that requires breadth of perspective and knowledge, along with ability to closely guide and enable the right level and quality of technical work.
Your roleTechnical Leadership
Planning and taking responsibility for the engineering technical work of your entire team, the technical leadership aspects of the role require you to:
- Be accountable for ensuring delivery of all assigned engineering and permitting activities and deliverables to achieve project objectives within specified timelines and budgets.
- Coordinate, oversee, and where necessary support the technical work of others performing the team's core activities.
- Facilitate and drive the integration of all relevant disciplines and specialty groups for each project, both your own team and resources from other teams, including external resources, engineering service providers, and suppliers, into a cohesive effort that proceeds effectively and in an integrated manner from concept to production, and beyond (testing, commissioning, operation, etc.).
- Lead the identification and management of programmatic, technical, and operational risks associated with engineering activities for each project.
- Plan and ensure completed an appropriate level of design integration and holistic systems engineering for the active projects, including as applicable:
- Identify and continually manage the goals, purpose and success criteria for the final system design from all stakeholders, defining actual or anticipated customer needs, operational concept and required functionality.
- Systematically elicit, capture, track, and ensure effective implementation of all requirements for the system, resolving and recording any conflicts and demonstrating compliance in a suitable manner.
- Support evaluation of system total lifecycle costs, considering development, operation, maintenance, and disposal costs, to evaluate design and operational concept alternatives.
- Lead project engineering teams in generating and evaluating alternative solution concepts and design options, including performing value engineering.
- Lead design synthesis, ensuring the system undergoes suitable and sufficient prototyping, design testing, verification, and validation.
- Ensure suitable engineering design analyses, such as Requirements Analysis, Functional Analysis, Failure Modes and Effects Analysis, Optimization, Hazard and Safety Analysis, Reliability, Availability and Maintainability, etc., design documents, test plans, and technical specifications, as required for each project scope, ensuring implementation of results within the design.
- Ensure compliance with applicable codes, standards, regulations, and the quality requirements for the project in accordance with company QA programs and manuals.
- Support the New Build FEED Regulatory & Engagement team in ensuring all required licensing/ permitting submissions related to the project are identified and completed, ensuring the adequacy of the design outputs for all required permits, licensing, and other regulatory compliance, as applicable.
- Participate in formal engineering design and other reviews as may be mandated for the design activities.
People Management and Team Development
The second half of your role requires you to act as the motivator and supporter of the engineers in your team, as well as be a key driver of the overall business unit growth jointly with the other senior engineering leads. These parts of your role require you to:
- Work with the Director and other senior leads to develop an ethos of support, mentorship, authenticity, and psychological safety that enables the formation of a cohesive high-performing team.
- Set realistic but suitably challenging goals for your team, keeping them focused on the correct priorities and regularly monitoring their achievements towards those goals.
- Promote and support opportunities for professional development, mentoring, and stretch assignments for your team.
- Conduct performance reviews, provide feedback, and manage team resources effectively.
- Assess workload, manage team resource assignments, support the Director in developing resourcing plans, and participate in recruitment activities.
- Support identification and analysis of relevant project and team key performance indicators and metrics.
- Build and maintain strong relationships with internal and external stakeholders to facilitate successful project outcomes.
- Support business development in the team through delivering quality on-time work, cultivating valued contacts with customer counterparts through technical excellence, and supporting the preparation of engineering estimates and technical write-ups for proposals.
- Identify opportunities for continuous improvement of team and company processes and systems.
- Support the company in implementing process improvements to enhance efficiency, accuracy, and effectiveness in project delivery.
- Degree from an accredited university in Systems Design, Industrial, or Process Engineering, or other suitable cross-cutting engineering program.
- Minimum of 8 years of engineering experience in design and integration of complex systems required, with at least 2 years' experience in a regulated industry. Note that the Enabling Projects this team undertakes are not necessarily nuclear in nature, but some experience with the nuclear industry is preferred.
- Licensed by a professional engineering organization recognized in Canada is required. A licensed Professional Engineer from a Canadian provincial Professional Engineering organization (e.g., PEO) is preferred.
- Technical awareness of all relevant engineering disciplines is required. Broad experience in several relevant engineering domains (e.g., mechanical, instrumentation and control, electrical) or an overarching systems design engineering role is preferred.
- Proven technical risk and project management skills to allow for the effective planning and tracking of engineering development activities.
- Experience designing complex systems and providing systems integration engineering support to early FEED, construction and commissioning of design/build projects is required. Experience with complex industrial facility full life cycle engineering (e.g., operations, plant modifications, or decommissioning) is considered an asset.
- Demonstrated ability to analyze complex systems from a blank canvas through to completion, identifying potential risks and effective solutions.
- Desire and demonstrated ability to innovate and improve engineering activities and deliverables using emerging technologies is an asset.
- Knowledge of, and experience working within established nuclear industry quality assurance requirements, procedures, and practices is an asset.
- Experience in technical leadership is required, gained through planning, managing, and overseeing required project activities and deliverables.
- Demonstrated people leadership skills and ability to oversee both the work outcomes and personal aspects of team development.
- Effective organizational skills, including demonstrated skill in time management and setting priorities, with proven ability to manage technical activities effectively under tight schedules and budget.
- Excellent interpersonal skills and the ability to work in a multidisciplinary team environment, as well as communicating and working effectively with external customer and regulator stakeholders.
- Must be eligible for Security Clearance through Public Works and Government Services Canada.
- Must be able to travel to client sites as required, according to specific project needs.
