Position Details

The Specialist works in partnership with colleagues and client leaders in departments, agencies, boards and commissions, Human Resource Advisory Services Division of Treasury Board Secretariat and solicitors in the Department of Justice and Public Safety to provide guidance and advice in matters concerning labour relations. They specifically provide advice on interpretation of collective agreements and human resource policies. The Specialist is responsible for the preparation and presentation of government's position at rights and interest arbitrations and for applying various alternate dispute resolutions as appropriate. The Specialist acts as Chief Negotiator in the preparation and negotiation of public sector collective agreements.

Screening Criteria

  1. Completion of a post-secondary degree in commerce or a related field (equivalencies of the related field will be considered)
  2. Experience in management of labour relations, including providing labour relations advice to managers within an organization
  3. Experience leading and/or supporting the negotiation of collective agreements
  4. Experience and/or knowledge in executing labour arbitrations
  5. Experience providing collective agreement interpretation
  6. Experience in human resources or employee relations management (asset)
  7. Completion of a master's degree in industrial/employee relations or law degree (asset)

  1. Demonstrable application of arbitration and negotiation procedures and strategies
  2. Knowledge of public sector collective agreements
  3. Knowledge of relevant legislation
  4. Experience with negotiating and drafting settlement agreements
  5. Ability to effectively exchange information (verbal and written)
  6. Organizational and analytical skills
  7. Ability to exercise good judgment
  8. Ability to work independently
  9. Ability to build and maintain effective working relationships
  10. Ability to think critically
