About the Role

We're seeking an experienced
Senior Technical Business Analyst
to play a key role in the
Next Generation NG9-1-1) transition project
. This role is instrumental in ensuring a successful transition to advanced emergency communication systems — aligning people, processes, and technology to improve system reliability and operational efficiency.

The ideal candidate will have a strong technical background, exceptional communication skills, and the ability to bridge complex business needs with technical solutions. You'll work closely with internal teams, third-party vendors, and partner agencies to coordinate deliverables, design system improvements, and drive solution excellence.

Key Responsibilities

  • Planning & Coordination:
  • Coordinate with vendors, departments, and partner agencies to implement and test NG9-1-1 solutions.
  • Lead technical activities related to privacy, cybersecurity, and quality assurance.
  • Requirements & Design:
  • Develop and track
    technical requirements
    for architecture, networking, databases, and systems.
  • Review and design system changes, assess operational impact, and recommend improvements aligned with industry best practices.
  • Quality Assurance:
  • Develop test scripts, acceptance reports, and workflows to improve operational efficiency.
  • Conduct audits and ensure cybersecurity and compliance standards are met.
  • Documentation & Training:
  • Produce technical documentation, system architecture diagrams, and user training materials.
  • Support post-implementation sustainment and troubleshooting processes.

Preferred Experience

  • Prior experience supporting
    NG9-1-1 transitions
    —especially with
    BCEHS (BC Emergency Health Services)
    projects.
  • Familiarity with
    Avaya, Komutel, NICE Systems
    , and
    Motorola Radio Telephone Interconnect
    .
  • Experience with
    contact center systems
    and
    public safety communications
    .
  • Based in or near
    Vancouver, Victoria, or Kamloops
    .

Qualifications

  • Bachelor's degree in
    Computer Science, Engineering, or Business with a technology focus
    .
  • ITIL
    or similar service delivery certification preferred.
  • IIBA Business Analysis
    or
    PMI Project Management
    certification desirable.
  • Strong experience translating business requirements into
    technical specifications, data models, and process flows
    .
  • Excellent communication, problem-solving, and coordination skills.
