JOB SUMMARY

The Regulatory Policy and Reporting Advisor is responsible for ensuring all regulatory compliance reporting and record-keeping requirements are adhered to and maintained in an effective, accurate and timely manner. The Advisor supports the Supervisor, Regulatory Policy and Reporting and Manager, Regulatory Policy and Compliance with cross-functional stakeholdering by monitoring, researching and advising on Ministry of Energy, Ontario Energy Board (OEB) and Independent Electricity System Operator (IESO) regulatory policy, new compliance requirements and reporting matters. This includes attending industry meetings,

collecting internal stakeholder feedback and preparing written submissions that may be included on the public record. The advisor interfaces with a variety of internal and external business stakeholders.

MAJOR RESPONSIBILITIES

The essential responsibilities of the job include but are not limited to the following:

  • Identify, communicate, guide and/or support the development of business processes, reports and/or recommendations relating to:

    • Evolving regulatory policy issues or proposed changes;

    • Compliance and reporting requirements, or

    • Compliance and reporting deficiencies and related record keeping

  • Ensure that all required regulatory filings are filed with the regulatory body (e.g., OEB,IESO, etc.) in a timely, accurate and efficient manner by coordinating input from various internal sources, identify notable trends or results, providing feedback to stakeholders and maintain supporting records.

  • Lead and co-ordinate stakeholder input for OEB reporting and recording keeping requirements (RRRs) submission to the OEB and HOL Scorecard, as well as any ad hoc requests as they may arise.

  • Undertake research and data analysis to assess Hydro Ottawa's performance measurement, as per the OEB's scorecard, OEB yearbook and various benchmarking models.

  • Analyze complex econometric, unit cost and performance benchmarking studies to support Hydro Ottawa's rate applications.

  • Lead and coordinate stakeholder input for the completion of annual rate application reporting obligations and any special studies.

  • Lead and coordinate stakeholder input for the completion of Statistics Canada Surveys.

  • Keep abreast of and assess the impact of regulatory trends, proposals, decisions and legislation on the company's operations.

  • Develop and maintain positive relationships and ensure ongoing communications with regulatory and key internal and external stakeholders, in order to remain current and influence emerging regulatory and operational matters.

  • Support the development of in-house regulatory compliance procedures to facilitate effective and efficient monitoring, reporting and record keeping

  • Develop functional knowledge with new business applications and data analysis platforms (e.g. Tableau, Snowflake) and act as a primary resource to the Regulatory Affairs team utilizing these new platforms.

  • Provide timely and effective resolution to data filing requests and inquiries from regulatory bodies.

  • Coordinate appropriate approvals and liaise with internal stakeholders from across the organization, including upper management and the Executive Management Team to ensure information being reported is accurate.

  • Monitor and analyze new and emerging regulatory policies and reporting requirements to assess potential impacts to the organization.

  • Coordinate and draft policy submissions to the OEB, various Ministries, the IESO and other government agencies as required, in conjunction/support of the Supervisor, Regulatory Policy and Reporting and Manager, Regulatory Policy and Compliance.

  • Provide general support and analysis to the Regulatory Affairs Group such as assisting with distribution rate applications, operational reporting, Enterprise Risk Management reporting, AGM reporting, HOL Board reporting, OEB decisions, OEB and IESO consultative opportunities, industry submissions (e.g., CLD, EDA, OEA) relating to emerging policy and reporting requirements, various regulatory/financial projects and other related tasks, as required.

  • Participate in conference calls and industry meetings, including Working Groups with respect to policy and reporting activities.

  • Provide regulatory support to internal stakeholders with regard to new business proposals or business process changes, as well as, the implementation of reporting changes initiated by the OEB and regulatory changes initiated by other regulatory

  • agencies (e.g., Statistics Canada, Measurement Canada, IESO, Ministry of Energy, Northern Development and Mines, etc.), as applicable.

  • Lead internal stakeholder and/or working group meetings to gather and assess organizational priorities relating to policy and reporting

  • Support with the preparation of presentations relating to regulatory concepts, and assist with the delivery of such presentations.

  • Perform other related duties as required.

EDUCATION AND EXPERIENCE

  • University degree in public policy, business administration or relevant program

  • Experience and formal training combined with demonstrated performance and ability may substitute for academic requirements

  • Experience working in a regulated environment considered an asset

  • Previous experience in a Utility considered an asset

  • Experience researching policy, legal and regulatory documents considered an asset

ADDITIONAL REQUIREMENTS

  • English essential, both oral and written

  • Bilingual (French/English) considered an asset

The terms and conditions of employment for this position are governed by the collective agreement between Hydro Ottawa Limited and IBEW Local 636.
