Senior Tax Advisor

The Senior Tax Advisor Advisor plays a pivotal role in designing and delivering integrated technology solutions that enhance government revenue mobilization, tax compliance, reporting, and revenue collectionplanning.
This expert will leverage extensive experience implementing similar systems in other countries to ensure that each solution aligns with international best practices and the client government's fiscal reform objectives.
The role requires strong collaboration with internal development and implementation teams, as well as client-side tax and revenue departments, to ensure a successful end-to-end implementation and continuous operational excellence of the revenue management system.
Main Responsibilities:- Solution Design & Implementation:
- Identify, design, and implement innovative and technology-driven solutions tailored to client-specific revenue and taxation needs.
- Configure and optimize tax and revenue management software modules, ensuring alignment with fiscal policies, workflows, and regulatory frameworks.
- Translate complex fiscal requirements into functional system designs and technical specifications.
- Pre-Sales & Business Development Support:
- Contribute to pre-sales activities by preparing and delivering presentations, workshops, and demonstrations that communicate the value and capabilities of the solution.
- Support the RFP process by analyzing requirements, preparing written responses, and contributing to conceptual, functional, and system design documentation.
- Collaborate with the proposal and product teams to shape client-specific solutions that align with both functional and technical expectations.
- Client & Stakeholder Management:
- Act as the primary liaison between client tax authorities and internal technical teams to ensure an accurate understanding of business requirements.
- Build and maintain strong relationships with government stakeholders, development partners, and donors involved in revenue reform projects.
- Provide expert guidance to decision-makers on policy implications of proposed system features or process changes.
- Revenue Mobilization Strategy & Compliance:
- Apply in-depth knowledge of tax administration, revenue forecasting, and compliance strategies to ensure the system supports effective enforcement and reporting.
- Ensure all implemented solutions are fully compliant with national and subnational tax laws and regulations.
- Advise on process improvements and digital transformation strategies to increase compliance rates and efficiency in revenue collection.
- Data Management & Analytics:
- Oversee data migration, validation, and integration within the revenue management platform.
- Ensure data integrity and accuracy for analytics and regulatory reporting.
- Generate insights and analytical reports to support fiscal planning and decision-making.
- Testing & Quality Assurance:
- Lead or oversee testing cycles (functional, integration, and user acceptance testing) to confirm that all solutions meet functional and technical requirements.
- Coordinate with client teams to validate outcomes and address any data or performance issues.
- Capacity Building & Documentation:
- Create comprehensive documentation, including process workflows, configuration guides, and implementation blueprints.
- Support user adoption and knowledge transfer to ensure the sustainability of the system.
- Support & Continuous Improvement
- Provide expert-level support for implemented systems, troubleshooting operational or functional issues.
- Work closely with IT teams to apply lessons learned and improve future releases or implementations.
- University degree in Accounting, Law, Economics, Business Administration, or related field is required;
- Master's degree in Taxation, Public Finance, or Public Administration will be considered an asset;
- Must have proven experience with ERP systems and direct involvement in government financial or tax administration projects;
- Minimum of 7 years of professional experience in tax advisory, fiscal policy, or financial management systems implementation;
- Experience with tax system modernization or reform projects in the public sector (national, regional, or municipal level) is highly desirable;
- Experience in the development and implementation of tax policy frameworks, compliance procedures, or fiscal legislation will be considered an asset;
- Strong presentation and advisory skills, with experience communicating with executive-level stakeholders and government officials;
- Excellent interpersonal and communication skills (verbal and written) in English; proficiency in other languages is considered an asset.
