Reporting to the Tax Resource Supervisor, the Lead Revenue Analyst acts as a mentor for the Tax Resource team with respect to customer service, tax policy and accounting treatment. This position is the technical lead responsible for the centralized billing of 165,000 taxation accounts as well as general revenue accounts. Key to this responsibility is ensuring the administration and accuracy of assessment roll information in the billing system (SAP) and Council approved tax and area rates, including Community and private Road area rates as well as Business Improvement District area rates. This role is also responsible for reconciliation and accuracy of certain general ledger accounts on a monthly, quarterly or annual basis.

This position also has overall responsibility for the administration and execution of budgets and billings for legislated Tax Agreements and Payments-in-Lieu-of-Taxes (PILT) for Federal and Provincial property as well as Crown Corporations.

DUTIES AND RESPONSIBILITIES:

  • Act as technical lead for loading assessment roll in system and accurately billing all real property accounts in accordance with the Halifax Charter, Administrative Order 18, and Council direction bi-annually;
  • Responsible for the integrity of the Revenue billing and accounting system, including liaison with the IT division in system processes and changes;
  • Responsible for the administration of Community and Private Road area rates including customer service, budgeting, reconciliation, and compliance;
  • Analyze and report on revenue team Key Performance Indicators (KPIs), identify trends and make adjustments as needed when KPIs fall below acceptable levels;
  • Assign and oversee the technical work of the Tax and Customer Account Analysts, performing audits on tickets and coaching staff as appropriate; and
  • Ensure adequate coverage for daily operations, including providing operational support to Tax Analysts when required due to volume or resource constraints.
  • May perform other related duties as assigned.

QUALIFICATIONS:

Education and Experience:

  • Post-secondary degree in Business, Economics, Public Administration, or related field.
  • Five years' experience in a technical accounting role including general ledger, reconciliation, and billing / collection.
  • Five years' experience in an external-facing customer service role.
  • CPA designation, substantial work toward CPA designation, or other formal education in Accounting (IFRS).

Technical / Job Specific Knowledge and Abilities:

  • Strong working knowledge of the Halifax Charter, Municipal Government Act (MGA), Provincial Assessment Act, Payment in Lieu of Taxes Act, Municipal Grants Act, Freedom of Information and Protection of Privacy Act, HRM By-Laws and Administrative Orders including but not limited to Administrative Order 18, The Revenue & Collections Policy;
  • Strong working knowledge of generally accepted accounting principles (GAAP) as they apply to municipal government (FRAM);
  • Strong interpersonal and presentation skills;
  • Professional knowledge of the application of software, including Enterprise platforms, spreadsheets, and databases in accomplishing goals; and
  • Sound knowledge of municipal government accounting.

WORK STATUS: Permanent, Full-Time.

HOURS OF WORK: 8:30 am - 4:30 pm, Monday-Friday, 35 Hours per week. Flex options to work outside of these hours and hybrid may be available.

SALARY: Level 8, $39.63 per hour, as per the NSGEU Local 222 Collective Agreement.
