The Fire Training Officer is responsible for the planning, delivery, and evaluation of comprehensive training programs that ensure operational readiness and firefighter safety. This position supports both individual and team development across five fire stations and supports emergency response, policy development, and continuous improvement. The nature of this position requires flexibility for a shifted work schedule to attend evening/weekend training sessions as required.

When required to respond to an emergency or fire incident, this position is considered safety sensitive; in all other circumstances, this position is considered risk sensitive.

KEY DUTIES AND RESPONSIBILITIES

Firefighter Training and Development (60%)

  • Assists with coordination, development, and delivery of fire training programs to activities that follow Alberta legislation, NFPA standards, and Standard Operating Guidelines This includes attendance at evening/weekend sessions when required.
  • Researches, develops, and evaluates fire department policies, SOG's and equipment under the direction of the Deputy Fire Chief of Training/Prevention
  • Identifies and evaluates potential hazards in the training area and develops mitigation strategies.
  • Coordinates and plans Company officer and firefighter professional development.
  • Undertakes emergency training and assists as directed in supporting the Sturgeon County's emergency response mandate.
  • Collaborates with regional fire departments, provincial agencies, and training institutions to enhance training opportunities and mutual aid capabilities.
  • Provides liaison between paid-on-call firefighter staffed fire stations and logistics support often attending evening training sessions to advance training objectives.
  • Provides guidance, mentorship, and feedback to instructors, acting as a coach and subject matter expert.

Administration (30%)

  • Maintains accurate records, files, and databases.
  • Utilizes best practices in the analysis, design, development, implementation, and evaluation of effective training programs.
  • Analyzes new training program requests considering training objectives, gap analysis, and budgets.

Other Related Duties (10%)

  • Attends training courses as directed by department manager or designate.
  • Performs other duties as assigned by the department manager or designate.
  • Adheres to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System.
  • Adheres to all of Sturgeon County's policies, bylaws, procedures, and processes, as well as aligns work to the Sturgeon County values.

KNOWLEDGE, EDUCATION, QUALIFICATIONS, SKILLS, ABILITIES, AND EXPERIENCE

Required:

  • A minimum of five (5) years related experience with a recognized emergency services (fire) organization and leadership experience and/or training.
  • Experience in project administration and/or project management.
  • Certification in National Fire Protection Association (NFPA) in the following:
  • 1001 Level II
  • 470 Operations
  • 1140 Wildland Firefighter
  • 1041 Instructional Methodology Level II
  • 1021 Fire Officer Level I
  • 1002 Ch. 4/5/6 Driver/Operator/Aerial
  • Current First Aid /CPR/AED
  • Live Fire Instructor Credential – Fixed Facility
  • ICS 100/200
  • Class 3 Alberta Driver's License with "Q" Endorsement
  • A clear Criminal Record (Vulnerable Sector) with periodic renewal as required.
  • Demonstrated skills and abilities in developing and conducting fire training programs.
  • Demonstrated knowledge of relevant Fire Service legislation, industry standards and Occupational Health and Safety Act
  • Working skills in the use of Records Management Systems and Microsoft Office suite of products (Word, Excel, Outlook, PowerPoint, and SharePoint)
  • Exceptional communication and presentation skills
  • Ability to prioritize and manage time effectively, working well and effectively under pressure with competing priorities.
  • Strong organizational and coordination skills and the ability to motivate others towards achieving a common goal in emergency and non-emergency situations.
  • Ability to communicate effectively using courtesy, tact, and discretion, and the ability to clarify technical information to non-technical staff, utilizing strong verbal and written interpersonal communication skills in emergency and non-emergency situations.
  • Maintains harmonious working relationships with all Emergency Services firefighting staff.
  • Undertakes emergency training and assists as directed in supporting the Sturgeon County's emergency response mandate. Duties assigned during an emergency may differ from regular duties.
  • Ability to work in a team environment or independently, with the ability to take initiative and be self-motivated, and demonstrate a commitment to continual learning.
  • Ability to maintain confidentiality.
  • Exceptional communication and presentation skills
  • Proficiency in MS Office suite of products.
  • Physically fit and capable of performing all firefighter duties.

Assets:

  • Previous supervisory experience is considered an asset.
  • Experience in developing, analyzing, and auditing training programs
  • Possession of NFPA 1021 Level II
  • NFPA 1035 Public Fire and Life Safety Educator
  • Medical First Responder, EMR, PCP or ACP
  • Post-Secondary educational diploma(s) or degree(s) in Fire Service Administration, Public and/or Business Administration or other relevant programs will be considered an asset
  • Blue Card Incident Command
  • Demonstrated ability to work as an effective advisor, educator and facilitator
  • Ability work with limited supervision, requiring independence and initiative
