Position Purpose

Reporting to the Executive Director, People Wellness & Talent, this position is responsible for the strategic leadership and operational oversight of the Strategic People Services and Administration Unit within People, Wellness, & Talent. This includes the People Relations, HR Systems and Data (HRIS), and Compensation & Benefits teams.

Major Duties & Responsibilities

Oversee employee and labour relations and the strategic HR services provided through the Business Partners; lead and support organizational programs related to performance management and respectful workplace.

In conjunction with the Executive Director, PWT, oversee collective bargaining processes, interpretation and application of collective agreements, grievance management and labour relations strategies in collaboration with senior leadership, legal counsel and the respective Associations.

Oversee and provide direction on employee matters led by Business Partners including workplace investigations, conflict resolution, attendance support, and performance management, and support the work to foster a safe, inclusive and respectful work environment.

Represent the organization in legal matters and/or litigation, in consultation with senior leadership and legal counsel.

Support the Business Partners to provide strategic advice, drive workforce strategy and leverage data related to workplace planning, recruitment, performance management, succession planning, learning and development, etc.

Support the implementation, maintenance, and optimization of Human Resources information systems and technology. Facilitate HR operations through the organization's HR information systems and technology, including but not limited to SuccessFactors, Telestaff, Peoplesoft, and Parklane.

Oversee the development, management, maintenance and future direction of HR systems and technology and integration with other systems.

Oversee the management and maintenance of employee data, ensuring the quality and integrity of HR data.

Develop and implement workforce analytics to support strategic decision-making and support workplace planning.

Oversee programs and services related to payroll, benefits, scheduling and the HR Service Centre for member and leader inquiries.

Oversee the management and administration of YRP's compensation and benefits plans and programs, and associated processes, ensuring compliance with legislation, plan contracts and working agreements, and alignment with organizational goals.

In conjunction with other leaders in PWT, oversee the compensation framework and job evaluation system(s); support the JJEC process for YRPA and SOA positions as needed.

Oversee process improvements and payroll/time-keeping systems updates and changes.

Ensure effective service delivery to members and leaders through the unit and HR Service Centre.

Liaise with OMERS, relevant vendors or the Region of York Benefits and Payroll teams for the escalation of issues.

Education, Licensing & Certifications

Successful completion of a Master's Degree in Industrial Relations, Human Resources, Business or related field.

Experience

Minimum of ten (10) years of relevant experience in Human Resources, with expertise in labour and employee relations, in complex and unionized environments. Experience in a public sector organization preferred.

Minimum of five (5) years of human resources leadership experience and people management experience, including building and leading cross-functional teams, employee development, coaching, problem solving, conflict management, etc.

Skills

Certified Human Resources Professional/Leader (CHRP/CHRL) or equivalent strongly preferred.

Certified in alternative dispute resolution (ADR) preferred.

Strong knowledge of employment legislation, collective agreements, human resources trends and public sector HR practices.

Experience with collective bargaining and implementing collective agreements; extensive experience interpreting collective agreements and providing consultative advice to decision makers, leaders and human resources, as well as grievances, mediation and arbitration hearings.

Experience in managing workplace conflict and workplace investigations.

Experience with organizational programs related to performance management.

Experience with strategic human resources strategies to support the attraction, retention, development and motivation of the workforce.

Experience with supporting the organizational implementation of people-focused strategies through a Business Partner model.

Experience with compensation and benefits programs and services.

Experience with leveraging workforce data to generate reports, formulate people insights and recommendations, and support workforce planning.

Experience using Human Resources technology systems including PeopleSoft, SuccessFactors, Telestaff to facilitate HR operations.
