Job Summary
Lansdowne 2.0 is one of the City's most complex and high-profile redevelopment projects, focused on revitalizing the Lansdowne Park district through the delivery of a new 6,600 capacity event center, a 12,400 capcity North side stands, mixed-use development, and supporting public realm improvements. The Design & Construction, Lansdowne 2.0 Branch within infrastructure Services is responsible for managing the full lifecycle delivery of this large-scale, multi-year capital program from design through procurement, construction, and commissioning.

You are responsible for managing the total project delivery process for major building and site redevelopment components of the Lansdowne 2.0 program, using both in-house and external resources. Projects under your direction include the design and construction of large public facilities such as the new Event Centre and North Stands, associated underground infrastructure, public realm improvements, and related utilities and amenities.

Your responsibilities span all phases of project delivery, from project initiation, consultant procurement, and design development through tendering, construction, commissioning, and turnover to operations. You monitor, track, and report on project progress; manage budgets and schedules; approve project expenditures; oversee quality control and testing; and coordinate all project-related communications and documentation.

Given the scope and public visibility of Lansdowne 2.0, your assignments involve complex, multi-year projects with numerous stakeholders, requiring extensive coordination, consultation, and collaboration. You also contribute to project identification, prioritization, and planning activities; support environmental and technical studies; and help advance continuous improvement in the City's project delivery standards and practices.

Education And Experience
Completion of 4 year university degree in Engineering or Applied Science

Minimum of 8 years of professional experience in the planning, design and construction of municipal infrastructure, including a minimum of 5 years of project management experience

*CERTIFICATIONS AND LICENCES*
Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO) is desirable

Project Management Professional (PMP) certification is an asset

*KNOWLEDGE*

  • Engineering planning, design, operations and construction/rehabilitation of municipal structures, infrastructure and utilities
  • Related federal, provincial and engineering legislation, regulations, standards, codes and by-laws pertaining to environmental impact assessment, building, fire, health and safety, construction process
  • Processes for conducting and analysing environmental impact assessments
  • Principles of project management, including cost containment/control and reporting
  • Process for developing Request for Qualifications & Requests for Proposals, including acceptance, review and selection of consulting engineers
  • Processes for tendering and contracting work
  • Computer applications in an engineering environment pertaining to municipal design, project management, spreadsheet, word processing, e-mail and use of the Intra-Internets
  • Protocols for responding to senior management/councillor inquiries, conducting public consultation and preparing reports, briefing notes, other communiqués
  • Must possess the training, experience and knowledge to organize the work and its performance
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers

  • Ability to manage concurrent complex, multi-million dollar and often highly sensitive projects and bring the projects to completion according to schedule and within budget
  • Ability to manage activities of technical staff, consultants, contractors, and be able to co-ordinate activities with other levels of governments and external agencies/utilities
  • Able to prepare formal RFQ's and RFP's and able to review, analyze and recommend acceptance of proposals from consulting engineering firms
  • Communicate effectively orally and in writing to internal councillor inquiries and inquiries/complaints from the general public and be able to present technical material in formats conducive to various audiences
  • Identify and recommend the solutions to health and safety issues and problems to ensure the safety of employees and contractors and to mitigate loss/project downtime

What You Need To Know

  • Language Requirement: English oral, reading, writing
  • Driver's License Requirement: A valid Ontario unrestricted G class driver's license (or provincial equivalent) with no more than 6 demerit points accumulated
