Major Responsibilities:
The primary functions associated with this position include, but are not limited to the following:
Health & Safety Program and Project Management
- Develops, manages and is responsible for the timely and effective delivery of the divisional OH&S program, while assisting emergency response and business continuity planning projects to support business, Divisional and Corporate objectives, as well as Divisional strategies and issues assigned by the Manager and/or the Division's senior management team.
- Leads the development and regular maintenance of the Division's OH&S Program.
- Develops and implements detailed work plans and recommends policies and procedures regarding OH&S program specific requirements.
- Responsible for the planning, implementing, advocating, promoting and monitoring of safety procedures, and for development, documentation and updating of the Division's Health & Safety manuals.
- Maintains a continuous and thorough knowledge of current corporate and other Divisions' issues and initiatives related to OH&S and emergency planning.
- Leads the planning, design and delivery of assigned projects related to the divisional OH&S program and supports the emergency response and business continuity planning undertaken for the Division.
- Applies sound project management methodologies, ensures effective teamwork, communication, high standards of work quality, organizational performance and continuous learning.
- Ensures that the project expenditures are controlled and maintained within approved budget limitations.
Compliance, Inspections & Risk Management
- Acts as a primary lead for authoritative governing agencies related to OH&S.
- Acts as the Divisional liaison with People & Equity OH&S staff and the Ministry of Labour, Training and Skills Development (MLTSD), in regards to workplace investigations and reporting requirements.
- Provides guidance to ensure compliance with workplace incident, accident and injury reporting requirements under the OH&S Act.
- Leads workplace OH&S evaluations and compliance reporting, including regular summaries highlighting the program of health and safety matters.
- Monitors and reports on compliance status, activities and performance of the Division in regards to health and safety.
- Deals with confidential and sensitive information affecting personnel, operations and resources.
- Conducts research in the area of OH&S associated with the Division, taking into consideration recent advances in the field, corporate policies and practices, legislation and initiatives by other divisions and levels of government.
Health & Safety Consultation & Training
- Provides consultation and guidance to divisional management and staff on all OH&S matters on a day-to-day basis, including legislative compliance, industry best practices, hazard identification and assessment and safety procedures/talks development and implementation, including contractor management H&S issues.
- Works in collaboration with People & Equity staff (e.g. OH&S, Disability Management, Ergonomics, Employee Health & Wellness), to lead the workplace risk / hazard assessments and inventory, and provides consultation on the assessment of work related hazards and the development of preventive measures.
- In consultation with People & Equity OH&S staff, identifies and documents the Division's OH&S training requirements by position and work area.
- Leads the development of the Division's OH&S training curriculum/strategy, to include the identification and scheduling of requisite training courses and refresher courses.
- Creates and maintains the Division's OH&S staff training database, the issuance of staff notifications for training or refresher courses, and prepares summary reports to support the monitoring of training status' by organizational unit.
- Secures internal and/or external training courses, seminars, guest speakers, and the development of workshops, to support the implementation of the Division's OH&S Program.
- Acts as a mentor/coach to assist management staff with enhance their proficiency in managing daily health and safety activities by providing leadership, developing recommendations, implementing solutions, and ensuring quality in service delivery.
Divisional Reporting
- Develops reports, responses and presentations for the Manager and/or the Division's senior management team related to the division's OH&S program and the OH&S elements of the division's emergency response and business continuity plans.
- Establishes an effective and collaborative working relationship with the Division's senior management team, various levels of divisional management staff, staff from other City Divisions and external stakeholders including contractors and union representatives.
- Liaises with staff across the Division, from other Divisions, and contractors on matters of Health & Safety.
- Ensures that the Manager and the Division's senior management team are fully briefed on OH&S matters in a timely, accurate and comprehensive manner.
- Participates on task forces, corporate initiatives, committees, and project teams, etc., as a Divisional representative in support of and/or to lead the development of policies, program and procedures as related to the Divisional OH&S Program.
Emergency Planning
- Provides OH&S input to the development and updating of the Division's Emergency Response Plan and Business Continuity Plan in collaboration with the Office of Emergency Management, and other City Divisions.
- Supports the development of site specific contingency system/emergency planning and business continuity procedures, and development of a protocol for consistent review, reporting and updating.
- Develops and maintains OH&S emergency operating procedures and provides operational functions for the Division's Emergency Response Plan.
- Supports the Divisional representation in the Office of Emergency Management's Working Group, and in the preparation of emergency planning training, exercises and public education material.
Key Qualifications:
- Post-secondary education in a Health and Safety discipline pertinent to the job function or equivalent combination of education and/or experience.
- Considerable experience in leading occupational health and safety compliance. Experience within unionized environment is an asset
- Experience in assessing compliance, development of audit reports and recommendations and action plans to achieve compliance with divisional safety procedures, City policies, programs, procedures and legislation.
- Considerable experience with hazard analysis and the development, amendment and implementation of health and safety procedures.
- Must be able to travel to various locations in the City to perform duties of the role.
- Knowledge in emergency planning would be considered an asset.
- Excellent communication skills to deliver presentations and comprehensive written reports.
- Ability to conduct research and analysis, to stay abreast of industry best practices and approaches, as well as manage and complete projects of various terms and complexities.
- Effective leadership and results management skills to operate as a fully accountable program leader, to identify needs, initiate, coordinate and manage the implementation of programs and solutions in response to divisional issues.
- Interpersonal and mediation skills to establish and maintain effective working relationships, promote and foster teamwork, and influence and mobilize various stakeholders (e.g. internal and external staff, client divisions, union representatives, outside agencies, councillors and their staff, and other orders of government) to achieve desired results.
- Ability to provide day-to-day guidance and consultation to staff of various levels.
- Ability to manage multiple projects and competing priorities.
- Fundamental knowledge of the Occupational Health and Safety Act, employment legislation (e.g. Employment Standards Act and the Human Rights Code), associated regulations, policies, procedures, guidelines and other applicable statutes.
