The Office of the Parliamentary Budget Officer's mandate is to provide non-partisan, authoritative analysis on the state of the nation's finances, the government's budget and estimates, and economic trends. At the request of a committee or a parliamentarian, it may estimate the financial cost of any proposal that relates to matters over which Parliament has jurisdiction. Certain committees can also request analyses of the nation's finances or economy or the estimates.

The Parliamentary Budget Officer leads this office and is an agent of Parliament. As a neutral, non-partisan party independent of government, the Parliamentary Budget Officer assists senators and members of Parliament in their work and is responsible for providing economic and financial analysis to Parliament for the purposes of raising the quality of parliamentary debate among parliamentarians and promoting greater budget transparency and accountability.

Before a general election, the Parliamentary Budget Officer assumes an additional statutory responsibility in estimating the financial cost of campaign proposals submitted by registered political parties or independent Members of Parliament.

Education and Experience
  • A degree from a recognized university in a relevant field of study such as economics, business, accounting, management, finance, political science, public administration or public policy;

  • Demonstrated experience and expertise in federal or provincial budgeting processes, including the expenditure management systems of government;

  • Management experience at the senior executive level, including the supervision of analytical professionals, in a private or public sector organization or other policy-relevant institutions;

  • Experience leading complex financial, economic, or strategic analysis, ideally in a policy-relevant context;

Demonstrated decision-making experience with respect to complex and sensitive issues;

  • Experience in communicating complex issues and expert assessments in a neutral way to a variety of stakeholders with diverse priorities and competing objectives;

  • Experience in public communications or media relations, including communicating complex information clearly to non-specialist audiences.

Knowledge, Skills and Abilities
  • Knowledge of the federal budget and expenditure management processes, as well as the operations of the federal government, including principles of sound management, accountability, and transparency;

  • Knowledge of the Parliament of Canada Act, the Financial Administration Act, and other federal laws applicable to the Government of Canada;

  • Significant understanding of the principles and practices of public finance, as well as macro-economic and fiscal policy;

  • Understanding of the Parliament of Canada, Canada's parliamentary system of governance and the role of agents of Parliament in supporting Parliamentarians;

  • Superior communication skills, both written and oral;

  • Ability to act as a credible and impartial spokesperson when interacting with the public, stakeholders, media, public institutions, parliamentarians, governments and other organizations;

  • Ability to provide impartial and authoritative advice and support to Parliamentarians on matters relating to the state of Canada's finances, the estimates of government and trends in the national economy;

  • Ability to respond in a timely and impartial manner to requests for costing of any electoral platform proposal from a registered political party;

  • Ability to develop and maintain constructive relationships and facilitate information-sharing and meaningful dialogue among senior decision-makers.

Language Requirements

Proficiency in both official languages as set out in the Language Skills Act.

  • The appointee must reside in or be willing to relocate to the National Capital Region, or to a location within a reasonable commuting distance.
