In this role, you will:

  • Lead the division's financial planning, budgeting, and forecasting processes to support strategic program delivery and fiscal accountability.
  • Provide expert financial advice to senior leadership on resource allocation, risk mitigation, and emerging issues.
  • Oversee the development and implementation of financial frameworks, controls, and performance measures aligned with ministry directives and best practices.
  • Manage and mentor a high-performing team, fostering an inclusive and values-based culture focused on results and collaboration.
  • Build and maintain strong relationships with internal and external partners, including central agencies, to support financial planning and reporting.

Meet Your New Team

You will be joining the leadership team at the Accounting and Controllership Branch who provides ministry-wide leadership in applying accounting and controllership policies to ensure the effective use of public funds. The work they do strengthens internal controls, ensures accurate and timely financial reporting, and supports quality assurance. Their key responsibilities include managing the Delegation of Financial Management Authority Framework, preparing the Certificate of Assurance for Public Accounts, and overseeing monthly financial close processes.

In this role, you will report to
Lica Vuu, Assistant Director/A, Accounting and Controllership Branch,
a forward-thinking leader who exemplifies a modern approach to accounting leadership. Known for her pragmatic and solution-oriented mindset, Lica fosters collaboration and innovation across teams. Drawing inspiration from the quote "no man is an island", she builds on her strong accounting foundation by working closely with colleagues across departments to develop practical, compliant, and sustainable solutions that advance organizational objectives.

As the Senior Manager, Accounting and Reporting, you will be leading a high performing team of 9 responsible for developing the ministry's annual financial statements ensuring the ministry's procedures meet the requirements of IFIS, corporate and ministry management reporting needs, and alignment with the Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Board (PSAB), and relevant government policies and directives.

Financial Expertise and Knowledge

  • Proven ability to lead complex financial planning, budgeting, and resource allocation processes that directly support strategic program and organizational goals.
  • Expertise in developing fiscal accountability frameworks, financial policies, and reporting standards that promote transparency and align with long-term strategic priorities.
  • Strong analytical skills to assess financial risks, advise on budgetary options, and support evidence-based decision-making that advances program outcomes and stakeholder interests.
  • Knowledge of public sector financial systems, procurement, and reporting standards (including GAAP and PSAB), with experience in user training and performance measurement to drive continuous improvement and strategic alignment.
  • Chartered Professional Accounting (CPA) and/or Canadian Public Finance Accreditation (CPFA) designation, or equivalent experience is considered an asset.

Relationship Management and Communication

  • Exceptional relationship management, consulting, and negotiation skills, with the ability to build and maintain effective partnerships.
  • Demonstrated ability to navigate complex and contentious issues with tact, diplomacy, and strategic guidance.
  • Strong written communication skills, including the development of work plans, briefing notes, and senior management reports.
  • Proficient in presenting at senior committee meetings, synthesizing complex technical information, and delivering insights that influence decision-making and improve governance.
