ACCOUNTABILITY STATEMENT:
The Asset Integrity and Productivity Specialist ensures that Ontario Northland assets perform their required functions throughout their lifetime at an optimal cost and required risk level. Manages programs aimed at improving reliability, availability, maintainability, and safety (RAMS) and compliance with regulatory requirements in a standard and consistent way. This includes identification of critical assets and their performance standards, and documentation of risk mitigating maintenance and renewal strategies.
MAJOR DUTIES/ RESPONSIBILITIES:
- Leads development and implementation of performance management activities to ensure ongoing improvement to processes and procedures at the Enterprise. During EAM Program mobilization, this includes:
- Support development of the state of infrastructure in the asset management plan
- Support the development of the risked-based asset management framework
- Support the development of EAM strategic processes, including asset risk and review and related processes that are developed as part of the EAM target operating model
- Support the development and deployment of reliability centered maintenance training and framework
- Support the development of ONTC's asset criticality evaluation criteria
- Support the development of the RCM analysis report for critical assets
- Identify required updates to the asset data standard to optimize asset performance through a failure reporting and corrective action system (FRACAS) according to good industry practice
- Leads development and implementation of performance management activities to ensure ongoing improvement to processes and procedures at the Enterprise. Once EAM program is mobilized, this includes:
- Develops strategies and processes to monitor and manage the integrity, safety and reliability of assets
- Reviews and incorporates best practice protocols through performance reporting
- Prepares the annual state of infrastructure report (SOIR)
- Supports definition and reporting of service levels for the asset management plan
- Supports the definition of asset lifecycle strategies / activities in the asset management plan
- Manages updates to the asset risk management framework and the asset risk assessment process
- Manage the asset performance management framework including development of dashboards and reports
- Identifies training needs for competency assessments
- Identifies and pursues opportunities to continuously improve processes related to asset management decision-making and asset risk and review for inclusion in the asset management strategy
- Ensures all project deliverables / initiatives meet technical requirements and align with the overall program objectives.
- Develop, implement, and support execution of condition-based maintenance and reliability centered maintenance (RCM) programs
- Manage the Ontario Northland asset failure reporting and corrective action system (FRACAS)
- Ensure operation and maintenance requirements are factored into asset planning and design (DFR)
- Identify and deploy opportunities to optimize preventative maintenance plans
- Develop tools/plans for data maintenance to support data integrity and performance
- Ensures provincial regulatory requirements for infrastructure Asset Management are being met
- Perform other duties as required by the Manager of Asset Management
- Provides leadership in enabling strategic change and corporate vision to stimulate advances in governance, accountability, and the implementation of asset management best practices
- Support people resource planning for Asset Integrity and Productivity initiatives, identifying desirable role and skill mix requirements, and ensuring ongoing work quality and deliverability of results
- Manages relationships with internal and external stakeholders
- University Degree or College Diploma in Engineering, Business, Finance, or Accounting
- 3-5 years of experience in asset management, maintenance management or operations management
- Professional Engineer (P.Eng), Certified Engineering Technician (CET), Certified Maintenance and Reliability Professional (CMRP) is preferred
- Institute of Asset Management (IAM) Certificate or Diploma is preferred
- Proven experience as a customer-service leader with the ability to demonstrate value-add service delivery to key stakeholder and clients
- Proven experience in creating performance metrics and outcome measures to evaluate success
- Knowledge of Regional, Provincial and Federal Governments and applicable Legislation
- Proven ability to create innovative solutions to operational and administrative challenges and develop and implement recommendations for improvements to existing policies programs and processes
- Strong communication skills, including written and verbal
- Strong problem solving and analytical skills with keen attention to detail
- Experience working both independently and in a team-oriented, collaborative environment is essential
- Strong working knowledge of MS Project, MS Office and other related software
- Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial
- Ability to elicit cooperation from a wide variety of sources, including other project members
- Must be committed to Company Health & Safety
