The following description reflects the general details considered necessary to describe the principle functions of the position identified and shall not be construed as a detailed description of all the work requirements that may be inherent in such classification.

Position Summary:

Under the direction of the Senior Manager of Water and Wastewater Services, the Water Meter and Backflow Prevention Supervisor is responsible for the maintenance, replacement, and operation of the City's water metering infrastructure. Additionally, this position will initiate the implementation and maintain oversight of the municipal Backflow Prevention Program.

Responsible For:

  • Direct, supervise and lead the Water Meter section of the Municipal Works division overseeing day-to-day operations, workforce planning, and continued development of field staff.  This includes, but is not limited to, assigning tasks, reviewing and approving completed work for compliance with standards, mentoring field staff, providing technical guidance, and fostering a culture of continuous improvement and safety.

  • Manage and resolve escalated customer complaints and inquiries related to water meters and system performance, including complex low-pressure investigations. Coordinate with internal departments, contractors, and external agencies to ensure timely and professional resolution while protecting the City's reputation and ensuring regulatory compliance.

  • Oversee contracted services for plumbing services, and emergency repairs as required.

  • Develop, update, and enforce City metering standards and technical specifications to ensure consistency, reliability, and compliance with industry best practices. Lead policy reviews, draft technical guidelines, and provide recommendations to senior leadership and Council on emerging trends in metering and water efficiency.

  • Ensure the accuracy, completeness, and security of all water meter records, including digital integration with billing, GIS, and asset management systems. Oversee audits and reconciliation processes, implement quality assurance measures, and develop reporting dashboards to support evidence-based decision-making.

  • Design, develop, and implement a long-term ICI (Industrial, Commercial, Institutional) meter replacement strategy, and bypass inspections, aligned with asset management principles and lifecycle costing. Provide budget forecasts, risk assessments, and business cases for capital planning, ensuring sustained service reliability and revenue capture.

  • Oversee backflow devices for operations and watermain commissioning, maintaining sufficient inventory and ensure timely repairs.

  • Conduct technical reviews of engineering drawings and development applications to ensure proper meter sizing, installation, and integration.

  • Stay current with all advancements in water metering, including measurement methodologies, communications infrastructure (AMI/AMR), and supporting software and hardware platforms. Lead evaluations, pilot projects, and procurement processes for new technologies, ensuring the City remains at the forefront of innovation in water metering.

  • Develop, implement, and administer the City's comprehensive Backflow Prevention Program, including regulatory compliance, risk assessment of properties, inspection protocols, and enforcement mechanisms. Oversee program audits, contractor certifications, and stakeholder engagement to safeguard the municipal drinking water system.

  • Oversee procurement, inventory management, and lifecycle planning of meters, parts, and related stock.

  • Ensure compliance with Ministry of Labour, Training and Skills Development, Occupational Health and Safety Act, Ministry of the Environment, Conservation and Parks, and internal Policy and By-Laws.

  • Lead and contribute to special projects, interdepartmental initiatives, and corporate programs related to water metering, backflow prevention, and public works innovation.

  • Perform other duties as assigned.

Position Requirements:

  • Five (5) years' related experience in Municipal Water Operations.

  • Certificate of Qualification 306A (Plumber); Red Seal endorsement preferred.

  • Class I Water Distribution License is considered an asset.

  • Working knowledge of CSA B64 (Backflow Prevention Certification Preferred) and AWWA M6/M14 guidance.

  • Excellent written communication skills, with the ability to complete inspection reports and memos and create SOP's, technical specifications, and work instructions.

  • Ability to meet deadlines, function well under pressure and respond to frequently changing demands.

  • Advanced computer skills.

  • Excellent knowledge of Provincial and Municipal regulations related to the Ontario Building Code and Municipal Water Standards.

  • Progressive leadership experience, in a unionized environment is considered an asset.

  • Greater consideration will be given to those with Municipal water meter and utility billing experience.

  • Valid Class "G" Ontario Driver's License with a clean driving record.
