Our Capital Projects team plays a critical role in the engineering, design, and delivery of projects that shape the future of Cochrane's roads, utilities, facilities, and public spaces. We are seeking a Capital Projects Technologist II to apply their engineering knowledge and technical skills to projects that improve quality of life for residents.

Major projects in Cochrane are guided by Council's annual priorities, the 10-Year Financial Strategy, and the Strategic Plan. These initiatives require careful engineering design, rigorous financial planning, and meaningful public consultation to ensure infrastructure solutions meet community needs and regulatory requirements.

The Capital Projects Technologist II will be responsible for managing mid-sized capital projects, coordinating contractors and consultants, and supporting Senior Project Managers in the delivery of larger infrastructure programs. The role acts as the primary technical liaison for service providers, ensures compliance with engineering standards and codes, and provides practical advice and support to colleagues throughout the project lifecycle.

Key Responsibilities

• Manage planning, execution, and closure of mid-sized capital projects within approved scope, budget, and schedule

• Coordinate project expenditures, budget tracking, and reporting to ensure value and accountability

• Oversee consultants, contracts, and deliverables to ensure compliance with standards and codes

• Identify and mitigate project risks, ensuring timelines and milestones are met

• Prepare and review tender documents, monitor contractual obligations, and coordinate communications with stakeholders

• Support engineering reviews, permit certification workflows (CCC/FAC), and GIS updates for municipal infrastructure

• Collaborate with internal teams, developers, contractors, and the public to maintain strong working relationships

Qualifications

• Engineering degree or diploma with 3–5 years of municipal or industry experience

• Eligible for membership in ASET (CET) or APEGA (P.Eng.)

• Knowledge of municipal infrastructure, engineering design guidelines, construction techniques, and relevant Provincial/Federal regulations

• Experience or certification in project management is an asset

• Familiarity with AutoCAD, Civil 3D, GIS, and Microsoft Office applications

• Strong skills in project planning, time management, communication, negotiation, and problem-solving

• Ability to work independently and collaboratively with diverse stakeholders

• Experience in heavy construction methods and trenchless construction is considered an asset
