Alberta Infrastructure designs, builds, manages, and maintains government-owned and operated facilities, and collaborates with other ministries to ensure that schools, hospitals and government facilities infrastructure meet the needs of Alberta's population. The Ministry also provides accommodation services and manages a large portfolio of owned and leased facilities while maintaining fiscal accountability and optimizing value for Albertans.
The Alternative Capital Partnerships is a branch that leads the assessment and procurement processes for a wide range of infrastructure projects (e.g., education, housing, environment, health, transportation) via alternative capital financing strategies.

The Alternative Procurement & Contracts Lead plays a key role in advancing Alberta's infrastructure projects through the assessment and development of alternative capital partnership strategies. This position involves analyzing diverse funding options, collaborating with internal and external stakeholders, and providing recommendations on partnership opportunities. The Lead is responsible for preparing detailed reports, as well as developing, implementing, and maintaining the Public-Private Partnership Framework, associated guidelines, best practices, and business procedures.
The primary responsibilities for the Alternative Procurement & Contracts Lead include, but are not limited to:
- Identifying and exploring alternative partnership options for infrastructure projects in collaboration with ministries and public agencies
- Collecting and reviewing statistical information to assist management in making decisions that optimize value in potential partnership opportunities.
- Developing Requests for Qualifications (RFQ) or Requests for Proposals (RFP) and Request for Expression of Interest (RFEOI) that accurately reflect the needs, roles, and responsibilities of all involved parties.
- Lead procurement activities such as procurement engagement sessions, coordination with various consultants on delivery of key procurement milestones, and communication documents to all stakeholders through the procurement process.
- Coordinate procurement engagement with internal and external stakeholders.
- Prepare documentation and various platforms for procurement activities and milestones.
- Reviewing requests for additional funding on approved projects to inform formal approval decisions.
- Completing assessment and review of existing and completed projects to identify lessons learned to shape ongoing management of the overarching framework and specific strategies.
- Developing responses to action requests, preparing briefing notes and reviewing communication releases.
The successful candidate will have:
- Excellent interpersonal skills to work with diverse stakeholders (e.g., professional services, private and public entities, government officials.
- Highly effectively verbal and written communication skills; ability to consult and negotiate the needs and priorities of multiple stakeholders.
- Business acumen, financial analysis and multi-dimensional analytical ability.

QualificationsMinimum Recruitment Standards
- University graduation in Business, Economics, or a field related to the position assignment, supplemented by four years related experience; or equivalent as described below;
Equivalency: Directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.

Assets:
- An Accounting designation or an MBA.
- Related experience in a capital planning environment.
- Comprehensive knowledge of alternative capital financing options for public capital projects.
- Thorough knowledge of and ability to apply GoA frameworks for contract development and procurement processes, (e.g., RFPs, RFQs, RFEOIs) such as the Fiscal Responsibility Act, the Financial Administration Act, the Government Organization Act, and legislative and government decision-making processes.
