The Appeals Secretariat is a neutral government body that administers the appeals process for Albertans appealing decisions on social services they receive or applied for to the Citizen's Appeal Panel (CAP). The CAP is a neutral adjudicative tribunal providing fair, impartial, and independent hearings to Albertans. Secretariat provides support to CAP and parties to an appeal ensuring a timely and fair process.

Role Responsibilities

Reporting to the Manager, Appeals Policy Administration, the Research and Data Analyst is responsible for research and analysis on appeal issues in relation to an accessible appeal process and procedural fairness. The incumbent will conduct quantitative and qualitative appeals data analysis and evaluation of the appeal process and services for quality assurance by:

  • Compiling and interpreting appeals data (including decisions and complaints).
  • Identifying issues and trends.
  • Identifying solutions to resolve appeals related issues and improve performance.

The position functions as the appeals data point of contact for the department and Ministries of Children and Family Services and Health for appeals heard by Citizen's Appeal Panel and provides accurate and relevant information to assist in the identification of trends and inform priorities and initiatives.

Some of the responsibilities include:

  • Utilizing different research methodology to aid in information gathering on appeals related issues on short and long-term research assignments such as developing, distributing and analyzing reports and data collection tools, reviewing and analyzing inquiries and reports, complaints and decisions.
  • Appeals data analysis by contributing to the development, implementation, and maintenance of appeals IT systems to ensure it meets data and reporting needs.
  • Developing a data and reporting strategy for data and reporting needs and analytical visual presentations to various audiences.
  • Performance metrics and monitoring by participating in the development of performance measures and indicators.
  • Being a key contact for appeals data by responding to incoming requests, working with other stakeholders to capitalize on existing business intelligence products and responding to information requests.

Qualifications

Minimum Requirements:

  • University graduation in a related field plus two (2) years progressively responsible related experience; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.

Preference will be given to candidates with a degree in Social Sciences, Statistics or other related field focused on research and analysis, plus 4 years progressively responsible related experience.

  • Experience involving data analytics of data visualization and reporting.
  • Strong written and oral communication abilities; communicating effectively in both a technical and non-technical environment.
  • Strong analytical, research and problem-solving skills.
  • Experience synthesizing and analyzing information obtained from varied sources and developing solutions or recommendations.
  • Ability to interpret and apply legislations.
  • Ability to summarize and synthesize complex material, identify key and emerging issues.
  • Experience with statistical analysis with different databases or knowledge of statistical packages such as Statistical Analysis System (SAS).
