Position Summary
The Payroll & Benefits Support role provides first-line service to employees and managers through RainCity's payroll ticketing system and supports accurate, timely, and confidential payroll and benefits processing. This position ensures employees are paid correctly, their benefit enrollments and changes are completed on time, and eligibility is verified according to collective agreements and organizational policy.

The role requires strong customer service orientation, urgency, and accuracy, as well as the ability to manage multiple priorities in a complex unionized environment. RainCity operates with several collective agreements and a variety of benefit packages, including the Municipal Pension Plan (MPP). The Payroll & Benefits Support position is part of RainCity's Human Resources Centre of Excellence (COE), working closely with Payroll, HR Operations, and Finance to ensure consistency and compliance across all pay and benefits functions. This position reports directly to the Manager, Payroll & Benefits.

Monday – Friday: 8:30am – 5:00pm, with 30-minute unpaid break. Hybrid with 1 to 2 days in the office.

Qualifications

  • Post-secondary education or a diploma in Business Administration, Accounting, Human Resources, or a related field
  • Completion of National Payroll Institute (NPI) Payroll Compliance Practitioner – Payroll Fundamentals 1
  • Experience in a service or ticket-based support environment where responsiveness and accuracy are key
  • Strong attention to detail and the ability to manage confidential and time-sensitive information with discretion and urgency
  • Proficiency in Microsoft 365, including Excel formulas, lookups, and pivot tables
  • Excellent customer service skills, clear written and verbal communication, and consistent follow-through
  • Strong organizational and time-management skills, with proven ability to work in a high-volume, deadline-driven environment
  • Experience working in a unionized setting with multiple collective agreements, as well as with excluded employees subject to different pay structures and benefit packages
  • Understanding benefit eligibility requirements and how they differ across collective agreements
  • Experience with benefit administration, including the Municipal Pension Plan (MPP), and familiarity with portability requirements under the Health Employers Association of British Columbia (HEABC)
  • Experience with Dayforce or another HRIS or payroll system is an asset but not required
  • Familiarity with payroll processes, benefits reconciliation, or financial data entry is an asset
  • An equivalent combination of education, training, and experience will be considered

Works closely with Payroll, HR Operations, and Finance as part of the HR Centre of Excellence. Shares information openly and supports others when needed. Seeks feedback, learns from mistakes, and stays up to date on payroll, benefit, and pension administration requirements.

List Of Duties

  • Responds to payroll and benefits inquiries through the ticketing system, ensuring accurate, timely, and professional service, and escalates complex issues to the Manager, Payroll & Benefits
  • Maintains employee information in the payroll system and verifies data for accuracy and compliance with collective agreements and internal policies
  • Assists with the biweekly payroll process, including timecard review, validation, and correction of discrepancies prior to payroll cut-off through off cycle requests
  • Administers multiple benefit programs, including those for both unionized and excluded staff, ensuring that enrollments, changes, and terminations are processed accurately and on time
  • Checks eligibility and contribution rules for various collective agreements and benefit packages, ensuring correct coverage and deductions for each employee group
  • Administers and monitors the Municipal Pension Plan (MPP), ensuring enrollments, terminations, and contribution adjustments are submitted promptly and in compliance with plan rules
  • Manages portability of seniority, benefits, and pension service for employees joining RainCity from other HEABC employers, ensuring all supporting documentation and forms are processed correctly
  • Tracks and reconciles benefit deductions and contributions and provides accurate information for claim processes, including WorkSafeBC, ICBC, and long-term disability claims
  • Collaborates with Finance and HR Operations during audits and reconciliations to ensure alignment between payroll, benefits, and accounting records
  • Liaises regularly with timekeepers and program managers to ensure they have the tools, training, and guidance needed to maintain accurate scheduling and time entry, minimizing manual corrections during payroll cut-off
  • Identifies recurring issues through ticket trends and recommends process improvements, templates, or training updates to strengthen consistency and efficiency
  • Maintains strict confidentiality, demonstrates urgency when handling payroll or benefits tasks, and ensures compliance with legislative, policy, and collective agreement requirements
  • Participates in continuous improvement initiatives within the HR and Payroll COE to enhance service quality, system reliability, and employee experience
