Summary

This position is responsible for the development and implementation of regional transportation strategies, policies and initiatives. The role coordinates regional, multi-modal transportation planning initiatives, including governance, strategic analysis, and technical planning across transit, active transportation, road and trail safety, goods movement, and multimodal network integration.  The role provides expert technical advice and conveys approved Board priorities and direction as inputs to analysis, plans, strategies and projects.

Key Duties & Responsibilities
  • Prepares and reviews multimodal transportation planning studies, strategies, and initiatives.
  • Provides expert analysis and advice on regional transportation issues, including legislative and statutory service establishment requirements relevant to regional transportation governance in the British Columbia context.
  • Prepares written and verbal reports, presentations, and recommendations for senior management, committees, and the CRD Board.
  • Coordinates staff-level technical committees and working groups, supporting multi-agency governance and decision-making. 
  • Works collaboratively with municipal partners, transit agencies, provincial ministries, and other stakeholders to identify regional transportation priorities and ensure alignment across agencies.
  • Provides expert technical advice, prepares Board- and Committee-ready reports, and ensures that approved CRD priorities are accurately reflected in regional plans, strategies, and investment decisions.
  • Develops project plans, scopes of work, and RFPs for transportation planning studies and works with consultants to deliver technical analysis and multi-year data collection programs.
  • Supervises regional trail capital planning program and GIS program.
  • Coordinates planned and emergency responses to events affecting regional trails, working with internal teams, consultants, contractors, the public, and external agencies.
  • Completes multimodal corridor analysis including transportation modelling, forecasting, and scenario planning to inform policy, plans, and capital programs.
  • Supports transit planning and integration activities, including service analysis, corridor planning, bus priority initiatives, and coordination with BC Transit and local governments.
  • Serves as a point of contact for regional transportation inquiries, issues, and data requests.
  • Provides guidance or oversight to divisional staff, consultants, or project teams as required.
  • Follows all policies, procedures, and standards of the CRD.
  • Performs other related duties as required.

Key Skills & Abilities
  • Strong understanding of B.C.'s regulatory and legislative framework related to transportation, including the roles, authorities, and limitations of regional districts, municipalities, and provincial agencies, and how these shape regional transportation governance, decision-making, and service delivery.
  • Excellent written and verbal communication skills, including preparing Board-level reports and presenting complex technical information.
  • Strong understanding of multimodal transportation planning principles, regional planning processes, and relevant legislation.
  • Ability to navigate multi-interest holder environments and build consensus across municipalities, provincial partners, transit agencies, and community groups.
  • Knowledge of the capital planning processes, operating budgets, and financial systems.
  • Experience providing leadership and direction for capital program development for transportation facilities such as multi-use trails.
  • Strong project management skills. 
  • Skilled in transportation modelling, data analysis, analytical tools, and interpreting technical results.
  • Strong analytical and problem-solving skills.
  • Skilled in facilitating technical committees or working groups.
  • Proficient in MS Office; general experience with GIS/web mapping tools.
  • Ability to work independently and collaboratively.
Qualifications
  • Degree in a related discipline
  • A minimum of 9 years' directly related experience
Certifications
  • Eligible for membership in a relevant professional association
