  • Provide expert advice to managers on procurement, asset and materiel management, and contracting - helping shape key decisions within the department.
  • Guide clients through the creation of procurement documents and development of evaluation criteria, ensuring processes run smoothly and efficiently.
  • Coordinate procurement activities, processing documentation through both automated and manual systems.
  • Negotiate contracts with private sector suppliers, evaluate proposals, and recommend top suppliers to management - playing a crucial role in securing favorable outcomes for the department.
  • Represent PrairiesCan in communications with central agencies, advocating for advantageous terms and resolving procurement challenges.
  • Develop and authorize complex procurement contracts that drive success across our operations.

Intent of the process

The intent is to staff one term position for 2 year with the high possibility of extension. This process may be used for various tenures (including but not limited to term and indeterminate appointments, internal assignments, secondments, deployments, acting appointments, casual). It may also be used to staff positions with various security requirements, language requirements and conditions of employment.

Education:

  • A secondary school diploma or employer-approved alternatives*

Experience:

  • Experience providing advice to clients on procedures or policies related to public procurement
  • Experience in preparation of procurement documentation and evaluation criteria
  • Experience in negotiating contract specifications and requests for proposals to resolve problems with suppliers
  • Experience in data analytics and performance management

Asset Experience:

  • Experience in using an Integrated financial and materiel management system, such as Oracle, SAP or GX
  • Experience managing contracts, standing offers or supply arrangements
  • Experience preparing, reviewing or responding to Statements of Work or Statements of Requirement
  • Experience using a corporate acquisition card
  • Experience interpreting and providing advice or guidance on procedures, policies or legislation in an operational setting
  • Experience in the management of a workforce engaged in a fast pace, complex, high risk, high dollar value procurement and contracting projects
  • Experience in the development and implementation of procurement and contracting policies, procedures, and guidelines
