Job Profile
Under the general supervision of the Commercial Inspections Supervisor, the Commercial Building Inspector performs skilled inspectional work enforcing compliance with the Winnipeg Building By-law and the Manitoba Building Code, and is responsible for inspecting designated buildings with regards to Occupancy Permits. This position is also responsible for inspecting various types of Commercial, Multi-Unit Residential and Mixed-Use Buildings. This position identifies and approves corrections of deficiencies, as well as reviews product literature and documentation for correction of deficiencies, including reviewing Alternative Design Proposals and reviews Building Occupancy Proposals. In addition, this position inspects buildings for Post-Fire Condition and various cases of Unsafe Conditions, as well as initiates Enforcement action on By-law and Code violations through collaboration and coordination with the Enforcement Services Unit of the Branch.
Acting in capacity as the Authority Having Jurisdiction, the Commercial Building Inspector is the subject matter expert on various types of Commercial, Multi-Residential and Mixed-Use buildings, as to ensure Life Safety and Accessibility in buildings. The Commercial Building Inspector maintains a high level of communication and performance in regards to time management and accountability, self-scheduling, inspection note-taking and record keeping, daily reporting, and, forging positive working relationships with a variety of industry stakeholders.
As The Commercial Building Inspector , You Will
- Perform skilled inspectional work, attend and lead meetings, enforcing compliance with the Winnipeg Building By-law, Manitoba Building Code and various construction standards related to the construction, alteration, Occupancy and Life Safety Tests of buildings.
- Be responsible for identifying and ensuring steps are taken for correction of deficiencies in accordance with Code, By-Law, and/or various types of referenced Construction Standard requirements.
- Review various types of building plans and document submissions to determine appropriate construction assemblies, construction methods and materials as it may relate to Code compliance.
- Inspect buildings, coordinate and lead site meetings, engage in various forms of communications, draft and exchange documentation, review reports, and manage/maintain file records and collaborate with other city departments and staff in regards to Unsafe Conditions.
- Be responsible for enforcement of violations in conformance with Charter and legal requirements.
- Inspect buildings post-fire incident status including responding to Fire Reports communicated from the Winnipeg Fire Paramedic Department (WFPD).
- Inspect designated buildings with regard to Occupancy Permits, and provide Reports to the Occupancy Branch.
- Respond to 311 complaints, as well as referrals from other Branches and/or departments, and any other external stakeholders, and, take appropriate action on work undertaken without the necessary required permits, or any possible presence of Unsafe Condition(s).
- Provide daily reports of time accounting and work activity.
- Perform all work in accordance with department Standard Operating Procedures and Work Alone Policy guidelines.
- Abide by department Respectful Workplace Policy guidelines.
- Assist with training/mentoring new staff.
- Perform other duties as assigned that fall within the classification.
Your Education And Qualifications Include
- Minimum five (5) years of appropriate experience and demonstrated competence in building construction (focused on the commercial, multi-unit residential and/or mixed-use buildings component) working as:
- A Building Construction Supervisor of commercial building construction projects, or,
- A Certified Journeyman Carpenter with a good cross-section of experience in various phases of commercial building construction, or,
- A Certified Engineering Technician/Technologist, who has completed courses related to the design and construction of commercial buildings.
- Demonstrated knowledge of building materials and methods of construction.
- Knowledge of local jurisdictional By-Laws and the National Building Code of Canada, and the ability to interpret and convey this information to others.
- Strong verbal communication skills.
- Strong written communication skills.
- Problem solving and conflict resolution skills with the ability to deal with difficult customers.
- Proficiency using smart phones and working with computer programs such as Microsoft Outlook, excel, and Word.
- Ability to plan and organize work effectively.
- Ability to work with minimum supervision, make sound decisions, expedite and resolve issues.
- Ability to read building plans and specifications.
- Ability to prepare concise and accurate reports and correspondence.
- Ability to establish and maintain effective working relationships with contractors, engineers, architects, and all levels of staff.
- IMPORTANT: Applicants who have been educated outside of Canada must have education which is comparable to the minimum qualification in Canada. Conditions Of Employment
- The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
- A Police Information Check satisfactory to the employer will be required from the successful candidate, at their expense.
- May be required to obtain and maintain a Winnipeg Police Service Level 2 Security Clearance or other relevant security clearance in order to perform the duties in restricted areas.
- Must possess and maintain a valid Class 5 Manitoba Driver's License. The successful applicant will be required to provide a driver's notice in force document upon request.
- The successful applicant will be required to provide a vehicle for transportation while on City business, subject to the terms and conditions of the City Transportation Policy.
- Must be physically capable of performing the duties of this position including crouching, crawling, working in confined spaces, climbing ladders, and working in extreme temperatures.
