Job Profile
Under the general supervision of the Chief Electrical Inspector or Supervisor, the Commercial Electrical Inspector performs skilled inspectional work enforcing compliance with the Winnipeg Building Bylaw, Winnipeg Electrical By-law, Canadian Electrical Code and Manitoba Building Code, and is responsible for inspecting designated buildings with regards to Occupancy Permits. This position is also responsible for identifying deficiencies and reviewing proposals for correction of defects including alternative design proposals, initiating enforcement of violations and responding to complaints.

The Commercial Electrical Inspector is the subject matter expert with excellent communication skills that works with a variety of stakeholders, continually striving to ensure life safety as the authority having jurisdiction. This includes investigation of electrical complaints referred by the public, Winnipeg Fire Paramedic Service and Manitoba Hydro.

The Commercial Electrical Inspector also inspects those electrical installations not capable of being inspected by the Housing Electrical Inspection Branch.

The Commercial Electrical Inspector also responds to afterhours electrical inspections requests, sometimes in fire damaged buildings or other extreme circumstances, and makes assessments of the suitability of re-energizing the installation. The Commercial Electrical Inspector also attends special events and inspects for potential public safety hazards of an electrical nature.

As The Building Inspector - Commercial Electrical, You Will

  • Perform skilled inspectional work, attend and lead meetings enforcing compliance with the Winnipeg Building Bylaw, Manitoba Building Code, the Winnipeg Building By-law, the Canadian Electrical code, NFPA , CSA , ULC, UL and reference standards related to the building electrical and mechanical systems, alterations, occupancy and life safety tests of buildings.
  • Review various Plans and submissions to determine appropriate assemblies, construction methods and materials as it may relate to Code compliance.
  • Identify and ensure steps are taken for correction of code, bylaw, and referenced standards deficiencies.
  • Be responsible for enforcement of violations in conformance with Charter and legal requirements.
  • Inspect designated buildings with regard to Occupancy Permits.
  • Respond to complaints from 311, general public, other Branches, Departments, other outside agencies, or based on the Inspector's own inspection, and takes appropriate action on work conducted without the necessary required permits.
  • Perform other duties as assigned that fall within the classification.

Your Education And Qualifications Include

  • A minimum of five (5) years as a Certified Journeyperson Red Seal Electrician with a good cross-section of experience in various phases of electrical installations on commercial and industrial types of buildings, OR A minimum of three (3) years as a Certified Journeyman Red Seal with demonstrated experience as a supervisor of electrical construction or large commercial electrical construction projects.
  • Demonstrated knowledge of building and electrical materials and methods of construction.
  • Good knowledge of electrical, building and related by-laws and codes to be followed with a thorough knowledge after training. This included thorough knowledge of CSA/ULC Standards related to fire alarm systems, motors and emergency power.
  • Ability to establish and maintain effective working relationships with contractors, engineers, architects, and all levels of staff.
  • Ability to communicate effectively both orally and in writing.
  • Ability to read blue prints and specifications.
  • Ability to prepare concise and accurate reports and correspondence.
  • Ability to interpret by-laws and convey this information to others associated with the work.
  • Ability to use an iPhone and iPad, as well as a personal computer with programs such as Microsoft Outlook and Word.
  • Ability to plan and organize work effectively.
  • Ability to work with a minimum of supervision, expedite and resolve issues.
  • Ability to make sound decisions and recommendations.
  • Demonstrated problem solving and conflict resolution skills.
  • IMPORTANT: Applicants who have been educated outside of Canada must have education which is comparable to the minimum qualification in Canada. Applicants submitting foreign credentials require an official academic assessment report issued by a recognized Canadian assessment service at application.

Conditions Of Employment

  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
  • A Police Information Check satisfactory to the employer will be required from the successful candidate, at their expense.
  • May be required to obtain and maintain a Winnipeg Police Service Level 2 Security Clearance or other relevant security clearance in order to perform the duties in restricted areas.
  • Must possess and maintain a valid Class 5 Manitoba Driver's License. The successful applicant will be required to provide a driver's notice in force document upon request.
  • The successful applicant will be required to provide a vehicle for transportation while on City business, subject to the terms and conditions of the City Transportation Policy.
  • Must be physically capable of performing the duties of this position including crouching, crawling, working in confined spaces, climbing ladders, and working in extreme temperatures.
