SUMMARY OF DUTIES

Conducts strategic monitoring and plays a key role in interpreting and, where necessary, performing an in-depth analysis of Government of Canada laws, regulations, policies, directives and standards related to financial management; makes recommendations that promote compliance and minimize risk for the NFB, and ensures the implementation of robust controls, procedures and directives. Leads the development and implementation of a risk-based internal control framework for financial management. Oversees the planning, coordination and execution of audit mandates while actively contributing to the optimization and simplification of practices. Monitors operational efficiency and overall performance of all financial operations.

MAIN RESPONSIBILITIES

  • Monitors operational efficiency and overall performance of all financial operations, such as accounting, accounts payable, accounts receivable and payroll.
  • Oversees the preparation of monthly, quarterly and annual financial statements, as well as reports required for management and public accounts.
  • Leads analytical activities by integrating emerging technologies such as data analytics, artificial intelligence and automation; provides recommendations to optimize the use of financial and material resources.
  • Directs integrated risk management, ensures periodic updates to the framework and aligns it with the NFB's three-year strategic vision, paying particular attention to priorities, directions and emerging and residual risks and their impacts.
  • Guides and oversees audit mandates in alignment with strategic objectives; sets priorities, coordinates the annual audit plan, drives the optimization and simplification of practices, maintains a strong grasp of audited processes and activities, and supports teams in achieving objectives.
  • Assesses complex compliance issues and exercises sound professional judgement to interpret, analyze and reconcile government policies, directives and standards.
  • Identifies contracts, laws and regulations that require in-depth analysis, determines the appropriate course of action and formalizes positions using appropriate tools and methods.
  • Designs and implements initiatives to improve practices, processes and tools in support of the NFB strategic plan; partners with stakeholders to facilitate change management.
  • Promotes innovation and implements continuous-improvement initiatives by deploying new tools, redesigning processes and developing teams (e.g., emerging technologies, business analytics).
  • Develops and maintains a network of collaborators, partners and strategic contacts within the organization and other government bodies.
  • In collaboration with the branch's management team, participates in the development of strategies and in planning and prioritizing projects.
  • Communicates objectives and strategies to staff in their sector and acts as the sector's spokesperson with internal and external collaborators.
  • Manages the sector's human resources in accordance with the NFB's values and policies and in line with the applicable collective agreements; builds effective teams and ensures that synergy, cohesion and a spirit of cooperation are created and maintained within the group.

REQUIRED TRAINING, KNOWLEDGE AND EXPERIENCE

  • University degree in Finance, Accounting or equivalent;
  • Chartered Professional Accountant (CPA) designation;
  • Minimum of 15 years of relevant experience, including 5 years of managing staff;
  • Experience in transformation or change management;
  • Substantial experience in designing, implementing and evaluating risk-based internal control frameworks;
  • Understanding of Canadian regulations, accounting standards and tax issues, ideally within the public service;
  • Experience in risk assessment and financial scenario modelling;
  • Experience using ERPs, such as SAP, and data-visualization solutions, such as Power Automate and PowerBI;
  • Proficiency in Microsoft Office 365 (Outlook, Word, Excel, PowerPoint, Teams, SharePoint);
  • Bilingualism in the official languages (French and English), both orally and in writing.
