Description

Reporting to the Manager Policy, the Implementation Advisor provides objective analysis and advice on policy initiatives and Requests for Decision to cabinet with a special focus on GN's obligations to implement the Nunavut Agreement. Provides advice and support to managers of all departments on programs, policy, planning and legislative initiatives; and ensures that advice to cabinet is consistent with the GN's goals, objectives, priorities and management principles. The position also monitors compliance with Cabinet and the Financial Management Board direction and governing authorities such as legislation, regulations, policies, and government mandate.

Responsibilities

This position is unique in testing government initiatives for compliance with current government goals and objectives, ensuring that relevant information is put forward to decision makers before a final decision is made. The Implementation Advisor is a key position in reviewing and analyzing policy initiatives and Requests for Decision (RFD) to cabinet, with special focus on GN's obligations to implement the Nunavut Agreement. Before submission to cabinet and as part of the policy development process/framework, these initiatives and RFDs are reviewed by Central Agencies, Policy Officials Committee (POC), Cabinet level and sub level committees, Deputy Minister's Committee (DMC), and others as required. The position requires a complete knowledge of the government's policy and decision-making framework, as the analysis and advice conducted by the incumbent can have a direct impact to all Nunavummiut.

Qualifications

The knowledge, skills, and abilities required for this job are usually obtained through a recognized undergraduate degree in public administration, social sciences, business administration, Indigenous Studies, law or a related field, plus three (3) years of experience developing and analyzing public policy, programs, and systems in a large organization or government setting. Fluency in Inuktut is considered an asset. This is a Position of Trust, and a satisfactory Criminal Record Check is required.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut's official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
