Alberta Infrastructure is responsible for delivering about one quarter of the Alberta government's Capital Plan, which addresses the provincial infrastructure needs of Alberta's population that support key social programs and services and economic development.
The Ministry designs, builds, manages, and maintains government-owned and operated facilities, and collaborates with other ministries to ensure that school and hospital infrastructure meet the needs of Alberta's population. Infrastructure also provides accommodation services and manages a large portfolio of owned and leased facilities while maintaining fiscal accountability and optimizing value for Albertans.
Role ResponsibilitiesReporting to the Manager of Policy and Legislation in the Policy and Strategic Initiatives Branch, the Senior Strategic Legislative Advisor is accountable for providing advanced legislative and policy expertise to support the development, implementation, and coordination of legislation, regulations, and strategic policy initiatives within the Ministry of Infrastructure.
Operating with a high degree of independence and strategic influence, this position bridges policy and legislative functions, ensuring alignment with departmental priorities, government direction, and legal frameworks. This role supports both program-specific and non-program legislative initiatives, contributes to Cabinet-level policy development, legislative drafting instructions and provides strategic advice to senior leadership. It plays a key role in legislative planning, regulatory reform, and cross-ministry collaboration, with a particular focus on vertical infrastructure such as public buildings, facilities, and capital projects.
The position also leads ministry initiatives to enhance the Real Property Governance Framework, ensuring legislative alignment with infrastructure asset management and stewardship. The Senior Strategic Legislative Advisor will be responsible to develop, analyze, and recommend draft decisions, policies, strategies, cabinet materials, guidelines, or frameworks, and leads and/or participates in Ministry or cross-ministry initiatives.
The primary responsibilities for the Senior Strategic Legislative Advisor include, but are not limited to:
- Leading and coordinating the development of policy and legislative approval packages or other briefing materials for non-program specific legislation, this may include briefing notes, memos, legislation charts, speaking notes, Cabinet policy documents, bills, regulations, Orders in Council, Ministerial Orders and other legislative instruments.
- Working in partnership with Manager, Policy and Legislation and policy and program staff, lead and coordinate the development of legislation, regulations, Orders in Council, and Ministerial Orders.
- Translating complex infrastructure policy initiatives into legislative frameworks and provide advice on implementation through internal policy, or procedure development.
- Contributing to the legislative components of the Real Property Governance Framework, ensuring alignment with Infrastructure policy and asset management practices.
- Overseeing legislative research and analysis including inter-jurisdictional legislative analysis of statutes and regulations on various policy topics.
- Leading the integration and ongoing implementation of the Real Property Governance Framework as required. This requires working closely with program staff and senior leadership to ensure framework objectives are met.
- Building collaborative relationships with internal and external stakeholders, including other ministries, consolidated entities and industry associations.

- Exceptional consulting and advisory skills, and knowledge of different approaches to gather information.
- Excellent conceptual, analytical and problem-solving skills. Ability to summarize and synthesize complex materials. Ability to identify key issues and develop responses and solutions.
- Expert written and verbal communication skills, including the ability to clearly convey ideas when public speaking or doing presentations. Excellent attention to detail, format, grammar.
- Experience writing for political audiences and stakeholders. Experience writing all types of documents.
- Excellent interpersonal skills with the ability to build relationships with a mix of stakeholders and staff and utilize influencing skills to demonstrate value of advice, guidance, and recommendations provided to ministries.

Required:
- Bachelor's degree in Arts or a related degree (Political Science, Public Policy or Public Administration).
- 6 years progressively responsible related experience.
- Minimum of four years of significant project management experience, leading project teams with multiple stakeholders.
Equivalency: Related experience or education (e.g. related diploma) may be considered as an equivalency on a one for one basis.
Assets:
- Experience in cross-ministry projects or initiatives.
- Experience working with senior management level employees across government.
- Advanced knowledge of relevant and similar legislation, policies and programs in other federal, provincial and territorial jurisdictions.
- Advanced understanding of the Government of Alberta's legislative process, including the roles of Legislative Council, Executive Council and Cabinet Committees, the timing of stages of the legislative process for both bills and regulations and related approval and decision-making processes.
- Excellent knowledge of principles and processes associated with legislative and regulatory planning, development and drafting, including thorough knowledge of the legislative process and legislative development, including public consultation and implementation.
- Strong knowledge and understanding of political environments and their implications.
This position is a Permanent, full-time role with the standard weekly work hours of 36.25, Monday to Friday (8:15 am – 4:30 pm).
