This position is a current vacancy and offers competitive total compensation including a wage of $84,390.93 to $102, wage), 40 hours per week. Schedule is based on needs of the facilities, including evenings, weekends, holidays, and special events.

Position SummaryUnder the general direction of the Manager, Recreation, the Supervisor, Recreation supports the management and supervision of the Town's Harbour, boat launch operations, and recreation facilities, including the Bourgeois Community Centre. This role combines the leadership and operational responsibilities of the Harbour Master and Boat Launch with those of a recreation department supervisor, ensuring high standards of service delivery, safety, and community engagement across all recreation and waterfront services. The Supervisor, Recreation is expected to demonstrate initiative, sound judgment, and a commitment to continuous improvement in all areas of responsibility.
Duties & ResponsibilitiesHarbour, Boat Launch and Waterfront Services Operations
- Serve as the Town's designated Harbour Master, providing leadership and oversight for all harbour, and boat launch services, under the general direction of the Manager, Recreation.
- Exercise responsibility for the safe, efficient, and effective daily operations of the harbour and boat launch, including dock management, reservations, ramping, shoreline maintenance, water depth monitoring, navigational signage, and launch ramp logistics.
- Ensure compliance with OHSA, WHMIS, marine safety regulations, and Town policies; conduct regular safety inspections and incident reporting, acting as the Town's subject matter expert for marine and waterfront safety.
- Act as the primary contact and operational lead for cruise ships, coordinating docking, security, passenger manifests, and water supply.
- Collaborate with regulatory agencies (Transport Canada, Ministry of Environment, Canadian Coast Guard) on harbour and boat launch security, audits, incident response, and regulatory compliance, maintaining the Town's reputation for safe and professional waterfront management.
- Proactively monitor customer satisfaction and resolve concerns promptly, and champion best practices in harbour and boat launch operations, ensuring a welcoming and service-oriented environment.
- Support daily operations and maintenance of recreation facilities, services and programs, including the Bourgeois Community Centre, and outdoor recreation amenities, as delegated by the Manager, Recreation.
- Serve as the designated on-call staff member for facility alarms and emergencies, as assigned.
- Manage all recreation-specific software platforms and applications used for customer service, bookings, scheduling, program registration, and facility operations, ensuring staff are trained and systems are maintained for optimal service delivery.
- Work closely with the Manager to develop and manage the overall recreation operating budget, including the harbour, boat launch and waterfront operations; ensure effectiveness in the delivery of services and budget control; and allocate financial and human resources in the most effective and productive manner.
- Initiate and complete all approved purchasing requirements for supplies, repairs, and maintenance in accordance with procurement procedures. Work closely with contractors for capital projects and ensure they remain within the established budget.
- Plan and develop programs to support the business plan, assist with revenue growth and improvement of customer service.
- Supervise, schedule, and evaluate recreation facility, harbour, and waterfront staff; manage attendance, payroll, and vacation requests in compliance with Town policies and under the direction of the Manager, Recreation.
- Provide administrative support, technical guidance, and coaching; set performance goals and standards as directed.
- Develop and implement comprehensive training programs, guides, and procedures for all recreation, harbour, and waterfront staff, including seasonal onboarding and ongoing professional development.
- Ensure staff are trained in facility operations, health and safety, and customer service, fostering a culture of safety, professionalism, and continuous improvement.
- Represent the Town as Harbour Master in community, industry, and regulatory forums, promoting Midland's waterfront as a premier destination for residents and visitors.
- Coordinate activities of the Visitor Information Centre with Tourism Simcoe and the Town's Culture & Tourism division.
- Respond to public inquiries and support marketing and promotion of recreation, harbour, and boat launch services.
- Build and foster community partnerships and support tourism initiatives at the Harbour, Boat Launch, and recreation facilities.
- Contribute to the promotion, long-range planning, and development of new products/initiatives for the marina by supporting other departments in the development of marketing plans, product development, corporate plans, and annual budgets.
- Work as a team player promoting a positive and professional work environment and conduct role with integrity and respect.

- Act as an Ambassador throughout the community, positively representing the Town.
- Abide by the policies and procedures of the Town.
- Abide by the Occupational Health and Safety Act, and work in a manner that is safe, reporting incidents immediately to direct supervisor.
- Perform other duties as assigned to meet the overall goals and objectives of the Town.

- Maintain knowledge and expertise in relevant fields.
- Degree or diploma in Recreation and Leisure, Recreation Facilities Management, or related discipline required.
- Three (3) to five (5) years of progressive experience in recreation facilities management, recreation programming, or tourism management, including two (2) years of experience in a supervisory capacity required. Preference will be given to candidates with municipal experience and candidates with supervisory experience in a unionized environment.
- Basic Arena Refrigeration and/or Advanced Refrigeration Facility Operator certification required, or willingness to obtain within six (6) months of employment.
- Ontario Recreation Facilities Association (ORFA) Certified Ice Technician (CIT), Certified Arena Refrigeration Plant Technician (CARPT), or Certified Recreation Facilities Professional (CRFP) designation preferred.
- Transport Canada Master Limited Certification and Marine Radio certification (ROC-M) required.
- Valid First Aid / CPR certification required. Marine First Aid certification preferred.
- A valid G Class Driver's License and reliable vehicle for use on Town business required (mileage reimbursed per Town policy).
- Valid Pleasure Craft Operator card required
- Strong computer skills with proficiency in Microsoft Office applications and ability to effectively navigate and administer recreation software systems.
- Excellent verbal and written communication skills; strong leadership and customer service abilities.
- Knowledge of building maintenance, pleasure craft operations, marina, boat launch operations, and asset management.
- Ability to multi-task in a fast-paced environment and maintain confidentiality.
- Physical demand requires standing, sitting, and walking.
- Visual attention for detailed computer work, for health and safety compliance and personal safety while on the job.
- Normal work week is 40 hours. Schedule is based on needs of the facilities, including evenings, weekends, holidays, and special events.
- Required to respond to emergencies and attend evening meetings as needed.
- Work in both office and outdoor environments.
- Work in extreme outside/inside conditions (heat, cold, inclement weather – work in all weather conditions).
