The Ministry of Municipal Affairs supports municipalities in providing well-managed, fiscally responsible, and accountable local government to Albertans. This includes administering municipal grant programs; delivering advisory and capacity-building supports; providing municipal services and managing public lands in the province's three Special Areas; and overseeing the safety codes system in the province. Additionally, the Ministry administers the New Home Buyer Protection Act, which includes builder licensing, and new home warranty requirements, ensuring that Albertans and consumer are protected. Through these initiatives the ministry also fosters stronger, safer communities across the province, and enables local governments to facilitate Alberta's economic prosperity.

*Role Responsibilities
Responsibilities*
As a Program Officer within the Residential Protection Program (RPP), you will play a vital role in ensuring compliance with legislation and program requirements related to builder licensing, rental use designations, owner-builder authorizations, and other applications relating to the New Home Buyer Protection Act (NHBPA). Your key responsibilities will include:

Application Review and Adjudication

  • Review and evaluate applications (e.g., builder licence, owner-builder authorization) for compliance with program criteria, legislation, and policy.
  • Assess eligibility, determine application type, and identify any incomplete or missing information, working collaboratively with applicants to resolve.
  • Approve straightforward applications and prepare recommendations for more complex cases requiring manager approval.

Stakeholder Guidance and Support

  • Provide timely, front-line information and guidance to builders, consumers, municipalities, and warranty providers on program requirements and legislative

interpretation.

  • Respond to inquiries using sound judgment and a working knowledge of relevant legislation and policies.
  • Accurately document stakeholder interactions in accordance with the program's tracking and logging protocols.

Policy Development and Program Improvement

  • Contribute to the ongoing development and improvement of RPP policies, procedures, and operational processes through research, analysis, and issue identification.
  • Track and identify trends, risks, and opportunities for improvement.
  • Participate in projects to support potential policy and process changes.

Education and Outreach

  • Support the development and creation of educational resources, reference materials, and templates for internal and external stakeholders.
  • Engage with builders, warranty providers, and municipalities to enhance awareness of program requirements through effective communication and outreach.
  • Advise on technical content for of training materials, guidebooks, and enhancements to the New Home Buyer Protection System (NHBPS).

Strategic Support and Team Collaboration

  • Support strategies to reduce inquiries and complaints by improving clarity, education, and access to program information.
  • Contribute to team planning, program reporting, and collaborative projects aimed at enhancing service delivery and program compliance.
  • Participate in the development of operational strategies to ensure stakeholder adherence to program legislation and objectives.

Qualifications
Minimum recruitment standards outline the minimum education and experience required for appointment to a job classification.

University graduation in a related field; no experience required; or equivalent as described below. Equivalency:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

Assets

  • Strong understanding of the New Home Buyer Protection Act (NHBPA) and its regulations, with the ability to connect this legislation to related acts such as the Safety

Codes Act, Condominium Property Act, Fair Trading Act, and Insurance Act.

  • In-depth knowledge of program policies, processes, and eligibility criteria related to mandatory warranty coverage and builder licensing.
  • Awareness of broader trends, risks, and issues in residential construction practices and policies.
  • Experience using Alberta land titles databases or systems (SPIN2, ALTO ARLO, or ALTA) including Land Titles registration requirements and procedures
  • Experience using Alberta Corporate Registries (CORES) database
  • Familiarity with compliance and quality assurance principles and how they apply to program oversight.
  • Knowledge of dispute resolution approaches, problem-solving techniques, and how they apply within a regulatory program context.
  • Awareness of FOIP (Freedom of Information and Protection of Privacy Act) guidelines related to information sharing and confidentiality.

  • Exceptional customer service skills with a strong commitment to accessible and effective service delivery.
  • Strong interpretation and translation abilities, able to explain legislation and policy clearly to a wide range of stakeholders.
  • Excellent communication and interpersonal skills, with the ability to manage sensitive inquiries, de-escalate frustrated stakeholders, and build collaborative

relationships with internal teams.

  • Demonstrated written communication skills, including the ability to draft correspondence, guidance materials, and formal assessments clearly and professionally.
  • A high degree of objectivity and fairness, with the ability to apply legislation and policy consistently and equitably across cases.
  • Effective problem-solving skills, combined with sound judgment and sensitivity when responding to diverse and complex stakeholder inquiries.
  • Strong proficiency in Microsoft Office, Teams, internet applications, ARTs, and other departmental tools and technologies.
  • Excellent attention to detail, supporting the accuracy and integrity of assessments and information shared.
