The Manager, Infrastructure Delivery - RBT2 is responsible for the leadership, overall management and delivery of one or more projects within the port's infrastructure development program supporting the completion of the Roberts Bank Terminal 2 program. This includes building and maintaining relationships with First Nations groups, external partner agencies and stakeholders; leading consultant and contractor performance management; negotiating contracts and other agreements; and ensuring all work undertaken by the broader project team is in accordance with VFPA policies and directives as well as the relevant federal Environmental Assessment Agency permits and conditions. This position is also responsible for building and leading high performing multi-disciplinary teams consisting of internal and external resources and leading project specific cross-departmental and cross-divisional coordination and collaboration.

What you do:

  • Identification, assignment and timely completion of all project activities to the level of quality required to deliver on the documented project objectives
  • In conjunction with the First Nation groups, manages complex joint delivery infrastructure project(s) to facilitate the completion of the RBT2 program
  • Build and maintain relationships with First Nation groups, partner and other government agencies, tenants, stakeholders and the community; including the negotiation of agreements while maintaining the port's reputation in all matters
  • Ensure the project is developed and delivered in compliance with the relevant Mutual Benefit Agreement(s)
  • Ensure the project is developed and delivered in compliance with federal Environmental Assessment Agency requirements, permits, etc
  • Ensure effective relationships and information flow and issue resolution processes are implemented with funding partners and project stakeholders to support achievement of project objectives
  • Build and lead a high performing project team of internal and external resources, including coordination and collaboration with other Departments and Divisions within the port, to ensure clarity of roles, expectations and delivery of services required for successful project completion in a matrix environment
  • Ensure the team implements and follows a detailed project implementation process
  • Oversee the consultant and contractor selection process, including contract preparation in accordance with VFPA policies and directives
  • Lead the development and implementation of project management plans and the application of risk management and change management best practices
  • Establish and manage scope, schedule, cost, quality and performance metrics in accordance with Departmental and Divisional polices and directives
  • Negotiate with and manage the performance of consultants and contractors, to ensure value for money and quality of service
  • Work closely with the Legal, Infrastructure Real Estate, and Planning Departments to ensure that land tenure and project permitting requirements are clearly understood and advanced as required
  • Work closely with the Finance Department to ensure pro-active budgeting and cost management
  • Work closely with other Departments to ensure First Nation consultation, government and municipal relations, stakeholder engagement and project communications are approached and executed in a strategic and coordinated fashion
  • Conduct lessons learned process and prepare post project reviews
  • Participate in the development of departmental plans and be responsible for the development and implementation of activities and programs designed to meet the intention of specific strategic priorities
  • Plan, implement and review departmental staffing requirements for areas of responsibility, including the determination of clear position descriptions, accountabilities and reporting arrangements to optimize service delivery to all stakeholders. Liaise with Human Resources to ensure the effective selection, training and performance management of staff
  • Represent VFPA in negotiations, at conferences and conventions, and in the media as required, ensuring clear communication of the business strategy and key messages, and the presentation of a positive and professional image of the business
  • Participate in the planning and the review of departmental operating costs, particularly with regard to staffing requirements, overheads, consultancy services, planned business programs and service provision

What you bring:

  • Bachelor of Applied Science degree in engineering or another acceptable degree
  • A minimum of 5 years' leadership experience in managing the full life-cycle of complex, multi-stakeholder capital infrastructure projects in the 100M+ range
